मेरी दैनिक दिनचर्या बहुत कठिन है इसके बारे में मैं ब्लॉग में लिखता हूं। इसलिए सर्वप्रथम आप दोस्तों को यह निवेदन करना जरूरी है कि मेरी दैनिक दिनचर्या कठिन कैसे है। इसके वैसे अनेक कारण है लेकिन उन सबको इस ब्लॉग में एक साथ शामिल करना संभव नहीं है, इसलिए आज के ब्लॉग में आपको तीन कारण निवेदन कर रहा हूं जो इस प्रकार है।

- 2. एक पुलिस अधिकारी जब कठिन परिश्रम और अपना 100% देकर अपनी जान जोखिम में डालकर किसी खतरनाक अपराधी को पकड़ कर लाता है तो न्यायालय द्वारा वह अपराधी जमानत पर रिहा हो जाता है। महीने 2 महीने या 3 महीने या इसे ज्यादा समय बाद वह अपराधी वापिस पहले की तरह अपराध करने लगता है। और जब अपराध करता नहीं रुकता है तो पुलिस अधिकारी उसके खिलाफ वापिस मुकदमा दर्ज कर उसको गिरफ्तार करने की कार्रवाई करते हैं और इस दौरान अपराधी द्वारा अपने बचने के और अपराध से संबंधित तथ्यों को छुपाने का पूरा प्रयास करते हैं जिससे पुलिस अधिकारियों को उस अपराधी को पकड़ना और उसके खिलाफ न्यायालय में अपराध को साबित करना बहुत मुश्किल काम हो जाता है और इस वजह से भी पुलिस अधिकारी मानसिक तनाव से गुजरते हैं।
- 3. जनता द्वारा अपराधी का बिना उसके अपराध के बारे में जाने अपराधी का साथ देना। आदरणीय दोस्तों अक्सर देखने में आता है कि किसी व्यक्ति द्वारा कोई अपराध किया जाता है तो उसके आसपास वाले मोहल्ले वाले या गांव शहर या पड़ोसियों को उसके बारे में पता नहीं होता है कि उसने अपराध किया है या नहीं किया और वह पुलिस की बात को ना मानकर अपराधी की बात को मानकर उसका सहयोग करते हैं उसको आश्रय देते हैं उसको पैसा देते हैं और जब पुलिस उसको पकड़ने आती है तो पुलिस का विरोध करते हैं। आदरणीय दोस्तों आपने आनंदपाल का नाम सुना होगा जो राजस्थान हरियाणा पुलिस का मोस्ट वांटेड अपराधी था और जिसके खिलाफ हत्या लूट डकैती आदि के सैकड़ों प्रकरण विभिन्न थानों में दर्ज थे और जो केंद्रीय कारागृह में रहकर भी अपराधों का संचालन करता था उसको चुरु पुलिस राजस्थान स्पेशल ऑपरेशन ग्रुप ने संयुक्त कार्रवाई कर मुठभेड़ में मार गिराया तो रावणा राजपूत समाज के लोगों ने अपनी जाति के लिए प्रतिष्ठा का सवाल बना लिया और अपराधी आनंदपाल के शव का काफी दिनों तक अंतिम संस्कार नहीं किया और आनंदपाल के गांव में हजारों की संख्या में लोग एकत्रित होकर आनंदपाल के पक्ष में पुलिस से भिड़ गए और पुलिस के उच्च स्तर के अधिकारियों से भी और अशांति जनक माहौल उत्पन्न कर दिया। इससे भी पुलिस अधिकारियों का मनोबल गिरता है क्योंकि जब कोई पुलिस अधिकारी अपनी जान पर खेलकर ऐसे अपराधी के खिलाफ कार्रवाई करता है और उसको पकड़ता है तो वह यह सब जनता के हित में करता है और जनता ही उसका विरोध करें और अपराधी का पक्ष ले तो इससे पुलिस का मनोबल गिरता है और पुलिस अधिकारी मानसिक तनाव में आते हैं क्योंकि पुलिस कार्रवाई नहीं करती है तो जनता यह कहती कि पुलिस कार्रवाई नहीं करती अगर पुलिस कार्रवाई करती है तो जनता यह कहती है कि यह नहीं करना चाहिए था। अब आप दोस्तों यह सोचिए कि एक व्यक्ति जो कई मर्डर कर चुका व कई हत्या और कई लूट डकैती आदि के सैकड़ों अपराध कर चुका और दिनोंदिन केंद्रीय कारागृह में रहते हुए भी अपराध कर रहा है और अपराध करवा रहा है ऐसे अपराधी को मारना क्या कोई गुनाह है?
- मेरी दैनिक दिनचर्या शुरुआत इस प्रकार होती है की सर्वप्रथम मैं सुबह जल्दी 4 ए एम पर जागकर सुबह की क्रियाओं से निवृत्त होकर 4 किलोमीटर की दौड़ करके आता हूं और उसके बाद 30 मिनट का विश्राम करता हूं और तत्पश्चात प्राणायाम योगा और व्यायाम करता हूं और फिर वापिस 20 मिनट का विश्राम करता हूं। और उसके बाद न्यूट्रिशन खाकर और तैयार होकर होकर नाश्ता करता हूं और खाना पैकिंग करवा कर ड्यूटी के लिए घर से पुलिस थाने पर जाने हेतु रवाना हुआ।
- इस समय 7:30 मिनट पर पुलिस थाने पर पहुंचा और h&m प्रशासन से अपनी ड्यूटी का पता किया तो एचएम प्रशासन ने बताया कि श्रीमान आप की ड्यूटी पुलिस गार्डों को और हॉटस्पॉट कोरोना इलाकों में लगी पुलिस टीम का किया तो पूरी पुलिस टीम हाजिर मिली। नाकाबंदी पुलिस टीम का रजिस्टर चेक किया तो नाकाबंदी पुलिस टीम ने 120 वाहन चेक कर रखे थे और 20 वाहन लोक डाउन के नियमों का उल्लंघन करने पर जप्त किए गए थे। इसके बाद खांसी बुखार है इसलिए कोरोना की जांच हेतु अस्पताल में भिजवाया गया है जिसके बारे में मैंने थाना प्रभारी और पुलिस नियंत्रण कक्ष और उच्चाधिकारियों को तुरंत निवेदन किया और रजिस्टर को चेक किया तो 60 वाहन चेक करना अंकित है और पांच वाहन जप्त करना अंकित है। इसके बाद मैं अस्पताल में कोरोना जांच के लिए भेजे गए पुलिस जवानों की स्थिति जानने के लिए अस्पताल में पहुंचा और डॉक्टरों की टीम से मिला तो डॉक्टर ने बताया किसी श्रीमान कोई चिंता की बात नहीं है ,लेकिन जांच रिपोर्ट आने तक दोनों कांस्टेबलों को स्वयं के घर या क्वार्टर पर आइसोलेट रहना होगा। इसके बाद मैंने दोनों जवानों को अपने क्वार्टरों पर आइसोलेट रहने के निर्देश दिए और जनरल डायरी में इसकी प्रविष्टि अंकित की। इस प्रकार दोस्तों रात्रि 8:00 बज गए। और 8:12 पर पुलिस नियंत्रण कक्ष से केपटाउन कॉलोनी में झगड़े की सूचना मिली। जिस पर मैं तुरंत केपटाउन कॉलोनी पहुंचा और पड़ोसियों से झगड़े के बारे में पूछा तो बताया की मकान नंबर एस 72 में पति पत्नी में झगड़ा हो रहा है ।इस पर मैं और मेरी पुलिस टीम उक्त मकान में पहुंचे और देखा काफी काफ़ी भीड़ एकत्रित हो रही है जिसको मैंने साइड में करवा कर देखा कि एक व्यक्ति जिसके सिर से खून बह रहा है जिसके बारे में पूछताछ किया तो उसकी पत्नी ने बताया कि श्रीमान यह शराब का आदी है और बार बार समझाने पर भी शराब पीता है बच्चों और मेरे को गाली निकालता है और मारपीट करता है इसलिए आज भी जब यह मेरे से मारपीट कर रहा था तो मैंने अपने बचाव के लिए एक लोहे का सरिया इसके आगे किया लेकिन अनजाने में वह इसके सिर पर लग गया और इस प्रकार इसका सिर फूट गया। मैं इसको मारना नहीं चाहती थी लेकिन यह पड़ोसियों को भी और मेरे को भी और बच्चों को भी मारपीट करता है और गालियां निकालता है और मेरे बच्चे बड़े हो गए हैं उनके ऊपर भी इसके व्यवहार का असर होता है और यह बात मैंने इसको कई बार समझा दिया लेकिन यह नहीं समझता है। आप या तो मेरे पति को हमेशा के लिए जेल में डाल दो या मुझे जेल में डाल दो मैं अब मेरे जीवन से परेशान हूं। इस पर मैंने उसके पति को पुलिस टीम के साथ इलाज के लिए अस्पताल भिजवा दिया और उसकी पत्नी को 2 महिला कांस्टेबलों के साथ पुलिस थाने पर भिजवा दिया और इस प्रकार रात्रि 10:00 बज चुके हैं और अब मेरी पुलिस टीम उक्त गैर सायल का इलाज करवा कर हूं और मैंने कोई कार्रवाई नहीं चाहता हूं और मैं आगे से शराब भी नहीं पियूंगा और बच्चों के साथ दुर्व्यवहार नहीं करूंगा। इस पर दोनों पति पत्नी को शांति से रहने और लड़ाई झगड़ा ना करने की हिदायत देकर अपने घर के लिए रवाना किया। इसके बाद एक लड़की के बारे में पुलिस नियंत्रण कक्ष से एक और सूचना प्राप्त हुई की अल्बर्ट हॉल के पश्चिम गेट पर एक लड़की खड़ी है जो बोलती नहीं है जाकर स्थिति को देखें और कार्रवाई से अवगत करवाएं। इस पर मैं अल्बर्ट हॉल के पश्चिम गेट पर तुरंत पहुंचा और वह एक लड़की खड़ी थी जिसे कुछ पूछताछ करना चाहा लेकिन वह लड़की कुछ नहीं बोल रही थी इशारों में बोलती थी लेकिन हम उसका इशारा सिर्फ इतना किया और उनको मेरे पुलिस थाने पर आने के बारे में बता दिया कि आप की लड़की यहां पर है आकर ले जाइए। इसके बाद मौके से लड़की को हम पुलिस थाने लेकर आए और रात्रि ड्यूटी अधिकारी को सुपुर्द कर दिया और एक महिला कॉन्स्टेबल को निगरानी में लगा दिया। इस कार्यवाही के बारे में पुलिस नियंत्रण कक्ष थाना प्रभारी और उच्चाधिकारियों को निवेदन कर दिया गया। इस प्रकार रात्रि के10:00 बज के 40 मिनट होचुके हैं और h&m प्रशासन ने बताया कि श्रीमान अब आप अपनी ड्यूटी से फ्री हो।
- इसके बाद मैं पुलिस पोशाक को बदलकर नहा धोकर स्वयं को सैनिटाइजर कर सिविल कपड़े पहने और रात्रि 11:00 बजे पुलिस थाने से घर के लिए रवाना हुआ।
