- 1.पुलिस विभाग में सुविधानुसार ड्यूटियो का आवंटन नहीं किया जाता है। आदरणीय दोस्तों पुलिस विभाग में यदि कोई पुलिस अधिकारी किसी निश्चित स्थान पर ड्यूटी करना चाहता है तो उस पुलिस अधिकारी की ड्यूटी उसके द्वारा बताए गए स्थान से बिल्कुल अलग स्थान में लगाते हैं। जिस से संबंधित पुलिस अधिकारी प्रसन्न चित्त
मन व
पूरी गुणवत्ता के साथ ड्यूटी नहीं कर पाता है। मानसिक अवसाद में रहता है। और यदि पुलिस अधिकारी को उसकी आवश्यकता अनुसार ड्यूटी दे दी जाती है तो वह पुलिस अधिकारी अपनी ड्यूटी प्रसन्न चित्त और पूरे लगन और जोश से ड्यूटी करता , जबकि वहां वैसे भी अन्य किसी पुलिस अधिकारी की ड्यूटी लगाते हैं तो क्यों ना वहां पर जो पुलिस अधिकारी ड्यूटी करना चाहता है उसी को ड्यूटी पर लगा दिया जावे। लेकिन पुलिस विभाग में ऐसा नहीं होता है। इसलिए पुलिस अधिकारी अपनी ड्यूटी सही तरीके से नहीं कर पाते हैं। और मानसिक तनाव में रहते हैं और इसका असर पुलिस की कार्यप्रणाली पर दिखता है। इस प्रकार मेरी दैनिक दिनचर्या बहुत कठिन है।
- 2. पुलिस विभाग में कार्य कम और परेशानी ज्यादा होती है। आदरणीय मित्रों पुलिस विभाग में कार्य ज्यादा नहीं होता है। लेकिन परेशानी ज्यादा होती संतुलित व्यवस्था नहीं होती है। उदाहरण के लिए दोस्तों जैसे अति विशिष्ट व्यक्ति के आगमन की ड्यूटी हो या रैली , प्रदर्शन ,धरना आदि हो समय से पूर्व करीब 5 घंटे पहले ड्यूटी पर भेज दिया जाता है। और जब मुख्य ड्यूटी का समय आता है जब तक पुलिस अधिकारी थक जाते हैं और ऊब जाते है।और इस दौरान पुलिस अधिकारियों के चाय नाश्ता या लंबी ड्यूटी हो तो भोजन की कोई व्यवस्था नहीं होती है। इस प्रकार की ड्यूटीयों में पुलिस अधिकारी ड्यूटी से कम और ड्यूटीयों की अव्यवस्था से ज्यादा परेशान हो जाता है। इसी कारण मेरी दैनिक दिनचर्या बहुत कठिन है।
- 3.पुलिस विभाग मैं ड्यूटीयो के अनुसार संसाधन उपलब्ध नहीं करवाते हैं। आदरणीय दोस्तों पुलिस अधिकारियों की एक बड़ी समस्या यह है कि पुलिस विभाग में ड्यूटी के अनुसार संसाधन व उपकरण उपलब्ध नहीं करवाए जाते हैं। उदाहरण के लिए पुलिस अधिकारियों की डयुटीया कोरोना मरीजों के इलाज के लिए संक्रामक बीमारी अस्पताल में लगाई जाती है तो पुलिस अधिकारियों को कोरोना से बचाव के लिए कोई उपकरण या किट नहीं देते और उनके नाम पर केवल मास्क देते हैं जो भी बिल्कुल घटिया क्वालिटी का। आदरणीय दोस्तों बड़े अफसोस की बात है कि अधिकारी अपनी जान को खतरा जानते हुए अपनी जान जोखिम में डालकर ड्यूटी करने को मजबूर है। आदरणीय दोस्तों आप ही सोचे कि एक पुलिस अधिकारी का जीवन को जितना कठिन कहा जाए उतना कम है। और दोस्तों बड़े आश्चर्य की बात है कि उच्च स्तर के पुलिस अधिकारी और ड्यूटी जांच अधिकारी संक्रामक अस्पताल में पुलिस टीम को जांच करने तक नहीं जाते हैं ,मरने से डरते हैं। इन कारणों से मेरी दैनिक दिनचर्या बहुत कठिन है।
- मेरी दैनिक दिनचर्या की शुरुआत इस प्रकार होती है कि मैं सुबह जल्दी
4:00 a.m. पर जाकर सुबह की क्रियाओं से निवृत्त होकर
4 किलोमीटर की दौड़ करके आता हूं और इसके बाद 30 मिनट का विश्राम करता हूं और फिर इसके बाद
मैं प्रणामयाम और योगा व व्यायाम करता हूं। इसके पश्चात
20 मिनट का विश्राम करता हूं और फिर से तैयार होकर नाश्ता करता हूं और खाना पैकिंग करवा कर घर से ड्यूटी हेतु पुलिस थाने के लिए रवाना हो जाता हूं। और घर से रवाना होकर 7:30 मिनट पर पुलिस थाने पर पहुंचकर एचएम प्रशासन से ड्यूटी का पता किया
तो बताया कि आपकी ड्यूटी नाकाबंदी मे राज सिंह चौराहा पर है और आपके साथ 8 कॉन्स्टेबल और 3 महिला कॉन्स्टेबल भी है। मैं मेरी पुलिस टीम को लेकर 7:55 a.m. पर मैं और मेरी पुलिस टीम डयुटी पर पहुंच गए।
- आदरणीय दोस्तों मैंने दोपहर 1:00 बजे तक नाकाबंदी ड्यूटी में करीब 500 वाहन चेक किए। उनमें से सात वाहनों को लोक डाउन के नियमों का उल्लंघन करने पर जप्त कर पुलिस थाने पर खड़ा करवाया गया। दिन ड्यूटी अधिकारी को सुपुर्द कर दिया वा 100 वाहनों का लोक डाउन के नियमों का पालन नहीं करने पर चालान किया गया । 30 व्यक्तियों को पुलिस के राजकार्य में बाधा पहुंचा रहे थे को 151 सीआरपीसी में गिरफ्तार कर दिन ड्यूटी अधिकारी को सुपुर्द कर दिया गया। इसके बाद 3:50 पर थाना प्रभारी का फोन कॉल प्राप्त हुआ कि आप थाने पर आ जाइए आपको 10 आरोपियों को न्यायालय में पेश करके आना है, इस पर में थाना प्रभारी के निर्देशानुसार थाने पर आकर 5 कॉन्स्टेबल को साथ में लेकर 10 आरोपियों को लेकर पुलिस थाने से न्यायालय के लिए रवाना हुआ। पुलिस थाने से रवाना होकर आरोपियों को साथ लेकर न्यायालय पहुंचा और आरोपियों की पत्रावली श्रीमान न्यायिक अधिकारी महोदय के समक्ष पेश की। श्रीमान न्यायिक अधिकारी ने आरोपियों की पत्रावली को प्राप्त कर क्रमशः बारी-बारी से सभी आरोपियों की पत्रावलीयों का अवलोकन कर सभी आरोपियों को बारी-बारी से बुला कर अपना पक्ष रखने का अवसर दिया और इस प्रकार श्रीमान न्यायिक अधिकारी ने सभी आरोपियों का पक्ष सुनने के बाद व पुलिस के पत्रावली संबंधी अन्य कोई विशेष विवरण के बारे में पूछने पर पुलिस ने भी अपना पक्ष रखने के लिए सारे तथ्य श्रीमान न्यायिक अधिकारी के समक्ष पेश किए। इसके बाद आरोपियों व पुलिस दोनों का पक्ष सुनने के बाद श्रीमान न्यायिक अधिकारी ने दोनों पक्षों द्वारा पेश किए गए तथ्यों का व पत्रावली का अवलोकन कर सभी आरोपियों को ₹50000 के जमानत मुचलका पर वह 6 माह की समयावधि के लिए शांति कायम रखने के लिए पाबंद कर रिहा करने के आदेश फरमाए। जिस पर आरोपियों ने अपने जमानती वकील के द्वारा पेश किए और आरोपियों को श्रीमान न्यायिक अधिकारी महोदय के आदेशानुसार रिहा कर दिया गया। इसके बाद मैं और मेरी पुलिस टीम न्यायालय से पुलिस थाने के लिए रवाना हुए और न्यायालय से रवाना होकर पुलिस थाने पर आए और संपूर्ण हालात श्रीमान थाना अधिकारी महोदय को निवेदन किए गए इसके बाद जनरल डायरी में मेरी और मेरी पुलिस टीम की वापसी अंकित करवाई और आरोपियों के बारे में विवरण जनरल डायरी में अंकित करवाया गया। इससे आपको भी प्रतीत हो गया होगा कि मेरी दैनिक दिनचर्या बहुत व्यस्त है बहुत कठिन है। इसके बाद मैं थाना प्रभारी के निर्देशानुसार कोविड-19 कोरोना बीमारी से बचाव जागरूकता व लॉकडाउन में पुलिस की ड्यूटीयों से संबंधित सभा का आयोजन श्रीमान डीसीपी जयपुर द्वारा 6:00 पीएम पर निर्धारित होने के कारण में सभा में शामिल होने के लिए पुलिस थाने से डीसीपी कार्यालय जयपुर के लिए रवाना हो गया। में पुलिस थाने से रवाना होकर डीसीपी कार्यालय पहुंचा और सभा में शामिल हुआ सभा में पुलिस उपायुक्त महोदय जयपुर ने मुझसे पुलिस थाना इलाके में कोरोना संक्रमित व्यक्तियों की संख्या व ठीक होने वाले व्यक्तियों की संख्या और जांच करा चुके व्यक्तियों की संख्या और उनके साथियों की पहचान के बारे में जानकारी मांगी जो मैंने श्रीमान डीसीपी साहब को नियमानुसार उपलब्ध करवा दी। और डीसीपी महोदय ने कोरोना से बचाव और आमजन में कोरोना के प्रति जागरूकता का प्रसार करने के लिए भी निर्देश दिए। जिनकी नियमानुसार पालना की जाएगी। और पुलिस उपायुक्त महोदय ने कोरोना के समय में ड्यूटी संयम और धैर्य और जनता के साथ मिलनसार व्यवहार करते हुए और आमजन को राहत देते हुए करने संबंधी निर्देश दिए। और गरीब और जरूरतमंद लोगों को प्रशासनिक अधिकारियों व समाजसेवी संस्थाओं से संपर्क कर भोजन पानी और खाद्य सामग्री की व्यवस्था करने के निर्देश दिए। और इस प्रकार पुलिस उपायुक्त महोदय ने सभी पुलिस थानों से आये पुलिस अधिकारियों को इस संबंध में दिशा निर्देश दिए और सभा का समापन हुआ और रात्रि 9:00 बजे श्रीमान डीसीपी कार्यालय से पुलिस थाने के लिए रवाना हुआ। और रात्रि 9:30 पीएम पर पुलिस थाने पर पहुंचा और थाना अधिकारी को पुलिस उपायुक्त महोदय द्वारा दिए आदेश निर्देश से अवगत करवाया। और संपूर्ण हालात जनरल डायरी में अंकित करवाया और इस प्रकार 10:00 बज चुके हैं लेकिन मेरी दैनिक दिनचर्या का समापन नहीं हुआ है। इसी दौरान पुलिस नियंत्रण कक्ष से आपातकाल फोन आया की आपके पुलिस थाना इलाके में शांति पथ पर दो कारे आपस में आमने सामने से टकराकर दुर्घटनाग्रस्त हो गई है। आप मौके पर जाइए और स्थिति को नियंत्रण में कीजिए। मैं सूचना मिलते ही मौके पर पहुंच गया और दोनों कारों में 4 व्यक्ति घायल थे। जिनको बाहर निकलवाकर एंबुलेंस से अस्पताल भिजवाया। और क्रेन मंगवा कर क्षतिग्रस्त कारों को सड़क से साइड में करवाया और पुलिस थाना दुर्घटना को सूचित किया और सड़क पर यातायात को सुचारू करवाया और दुर्घटना पुलिस थाना के पुलिस अधिकारी के आने पर पूरी स्थिति से अवगत करवाकर पूरी कार्रवाई के बारे में पुलिस नियंत्रण कक्ष को सूचित किया और थाना प्रभारी को भी की गई कार्रवाई से अवगत करवाया गया। और इसके बाद, मैं दुर्घटना स्थल से रवाना होकर पुलिस थाने पर आया और जनरल डायरी में संपूर्ण कार्रवाई का अंकन करवाया। इस प्रकार में दैनिक दिनचर्या बहुत कठिन और बहुत व्यस्त है इसके बाद एचएम थाना प्रशासन ने मेरे को कहा कि श्रीमान रात्रि 11:00 बज चुके हैं और आपकी ड्यूटी समाप्त हो चुकी है। इसके बाद मैं मेरे क्वार्टर में गया और पुलिस पोशाक को गर्म पानी से धो कर स्नान कर स्वयं को सैनिटाइजर किया और खाना खाया और परिवार वालों के समाचार लिए। ऐसे मेरी दैनिक दिनचर्या बहुत मुश्किलों भरी है।

- निष्कर्ष व राय:- मेरी दैनिक दिनचर्या से आप आदरणीय दोस्तों को महसूस हो गया होगा कि मेरी दैनिक दिनचर्या बहुत कठिन है व बहुत तनावपूर्ण है। पुलिस अधिकारी हमेशा बहुत ही तनाव में रहते हैं और अपने परिवार को समय नहीं दे पाते हैं और न ही समाज में अपनी भागीदारी दे पाते हैं इस तरह मेरी दैनिक दिनचर्या बहुत ही व्यस्त और तनाव भरी है।
- मेरी दैनिक दिनचर्या के बारे में राय:- पुलिस अधिकारियों की ड्यूटी के समय के घंटे निर्धारित किए जाने चाहिए। पुलिस अधिकारियों को ड्यूटी के अनुसार संसाधन पर्याप्त मात्रा में उपलब्ध करवाए जाने चाहिए। पुलिस अधिकारियों के मानसिक तनाव को कम करने के लिए योगा व व्यायाम आदि कार्यशाला में समय-समय पर आयोजित की जानी चाहिए। पुलिस अधिकारियों को सप्ताह में एक बार अवकाश जरूर दिया जाना चाहिए जिससे कि पुलिस अधिकारी अपने परिवार को समय दे सके। पुलिस विभाग में ड्यूटी का सही समय निर्धारित किया जाना चाहिए। पुलिस अधिकारियों की ड्यूटी का आवंटन उनकी सुविधा अनुसार होना चाहिए।
- मेरी दैनिक दिनचर्या का समापन इस विश्वास के साथ होता है कि आने वाले समय में पुलिस अधिकारियों को उनकी ड्यूटी के अनुसार संसाधन व उपकरण उपलब्ध होंगे वह पुलिस अधिकारियों के मानसिक दबाव को कम करने के लिए ड्यूटी के समय के घंटे कम व निर्धारित करेंगे व पुलिस अधिकारियों को मानसिक तनाव से बचाने के लिए योगा व्यायाम आदि की कार्यशाला में समय-समय पर आयोजित की जाएगी और पुलिस अधिकारियों की ड्यूटी का आवंटन उनकी सुविधा अनुसार होगा। इसका परिणाम यह होगा कि पुलिस की कार्यप्रणाली की गुणवत्ता में बहुत ज्यादा सुधार होगा और पुलिस अधिकारी पूरी मेहनत और लगन के साथ ड्यूटी करेंगे और इसका असर यह होगा कि पुलिस अपराधों का ग्राफ 00 शुन्य कर आमजन को पूर्ण राहत देगी और आम जनता बिना भय के व शांतिपूर्ण माहौल में अपने जीवन स्तर को बेहतर करेगी। जो समाज और देश को प्रगति के नए आयाम पर ले जाएंगे। इसी के साथ मेरी दैनिक दिनचर्या का समापन हुआ ।

4-kilometer run and after that I rest for 30 minutes and then I do pranamayam
and yoga and exercise. After this, I rest for 20 minutes and get ready
and have breakfast and after packing the food, I leave home for the police
station for duty. And after leaving from home, reached the police station
at 7:30 and found out the duty from HM administration, then told that your duty

women constables with you. I took my police team at 7:55 a.m. But I

- The hours of duty of police officers should be fixed. Police officers
should be provided adequate resources as per duty. Yoga and exercise etc.
should be organized from time to time in the workshop to reduce the mental
stress of police officers. Police officers must be given a holiday once a
week so that the police officer can give time to his family. The exact
time of duty should be determined in the police department. The duty of
police officers should be allocated according to their convenience.
· My daily
routine concludes with the belief that in
the coming time, police officers will have the resources and equipment to do
their duty, they will reduce and fix the hours of duty to reduce the mental
pressure of the police officers and the police In order to protect
officers from mental stress, Yoga exercise etc. will be organized in the
