- मेरी दैनिक दिनचर्या की प्रकृति:- मेरी दैनिक दिनचर्या बहुत कठिन है। मेरी दैनिक दिनचर्या कठिन होने के कई कारण है। लेकिन सब को एक साथ एक ब्लॉग में शामिल करना संभव नहीं है। इसलिए मैं आप आदरणीय दोस्तों को आज केवल तीन कारण निवेदन कर रहा हूं जो इस प्रकार है:-

- 1. पुलिस विभाग में यदि कोई पुलिस अधिकारी अपनी ड्यूटी पूरी इमानदारी से निभाएं तो भी परेशानी है और ड्यूटी नहीं करे तो भी परेशानी है। पुलिस विभाग में यदि कोई पुलिस अधिकारी ईमानदारी से अपनी ड्यूटी करता है और ड्यूटी करते हुए और कानून का पालन करते हुए किसी पुलिस अधिकारी से कोई गलती हो जाती है तो उच्च स्तर के पुलिस अधिकारी उस पुलिस अधिकारी को विभागीय कार्यवाही के नियमानुसार जांच कर सजा देते हैं और यदि कोई पुलिस अधिकारी ड्यूटी इमानदारी से नहीं करता है तो भी उचित स्तर के पुलिस अधिकारी संबंधित पुलिस अधिकारी को अपने कर्तव्य का उचित रूप से पालन नहीं करने पर सजा देते हैं। इस प्रकार दोस्तों आप समझ सकते हो कि एक पुलिस अधिकारी की कितनी मजबूरियां होती है कि वह काम करें या नहीं करें वह हमेशा भ्रमित रहता है क्योंकि यह स्वभाविक बात है कि यदि आप कोई कार्य करेंगे तो गलती होना कोई बड़ी बात नहीं है क्योंकि जो व्यक्ति कार्य करता है ,उसी से गलती होती है। यदि कोई व्यक्ति कोई कार्य नहीं करेगा तो उससे गलती कैसे होगी। आदरणीय दोस्तों वैज्ञानिक, डॉक्टर आईएएस प्रशासनिक अधिकारी अंतरिक्ष वैज्ञानिक आदि व्यक्तियों से भी गलतियां होती है और गलतियों से व्यक्ति सीखता है और अपनी गलतियों को सुधार कर भविष्य में अपने कार्य में और दक्षता लाकर और बेहतरीन तरीके से कार्य करता है। लेकिन बड़े दुख की बात है कि पुलिस विभाग में यदि कोई पुलिस अधिकारी कानून का पालन करते हुए भी कोई गलती जाने अनजाने में हो जाती है तो उसके खिलाफ विभागीय कार्यवाही की जाती है और यदि उसे खिलाफ गलती साबित ना हो तो भी उसे जबरदस्ती जांच अधिकारी के पास साबित करवाने कोशिश की जाती है जो कि बहुत दुख और दुर्भाग्य की बात है इसलिए योग्य पुलिस अधिकारी मानसिक तनाव में रहते हैं और अपनी ड्यूटी पूर्ण दक्षता के साथ नहीं कर पाते।
- 2. पुलिस विभाग में किसी पुलिस अधिकारी खिलाफ विभागीय कार्रवाई की जाती है तो उसमें अनावश्यक देरी की जाती है। उदाहरण के लिए आपको यह सुनकर आश्चर्य और हैरानी होगी की यदि पुलिस विभाग में किसी आम जनता द्वारा किसी अपराधी के खिलाफ दी गई शिकायत पर दर्ज f.i.r. कर न्यायालय में 3 माह में अंतिम रिपोर्ट प्रस्तुत करनी होती है अर्थात अनुसंधान पूर्ण कर पत्रावली न्यायालय में पेश करनी होती है। लेकिन आदरणीय दोस्तों बड़े अफसोस और दुर्भाग्य की बात है की पुलिस विभाग में किसी पुलिस अधिकारी खिलाफ विभागीय कार्यवाही अमल में लाकर अनुसंधान अधिकारी द्वारा जांच की जाती है तो उसमें अनावश्यक देरी की जाती है और जब तक संबंधित पुलिस अधिकारी को निलंबित रखा जाता है। जिससे संबंधित पुलिस अधिकारी मानसिक तनाव से गुजरता है। इस प्रकार पुलिस अधिकारी का जीवन बहुत कठिन है। पुलिस अधिकारी के खिलाफ जांच करने में उसका स्वयं का विभाग न्यायालय द्वारा जारी दिशा-निर्देशों की पालना नहीं करता है। आपको यह जानकर आश्चर्य होगा की पुलिस विभाग में आम जनता के मामलों में पुलिस अधिकारी 1 महीने में अंतिम रिपोर्ट न्यायालय में प्रस्तुत कर देते हैं। लेकिन किसी पुलिस अधिकारी के खिलाफ विभागीय कार्यवाही में 3 माह में भी अनुसंधान अधिकारी द्वारा अनुसंधान पूर्ण नहीं किया जाता है।
- 3. पुलिस विभाग में किसी पुलिस अधिकारी के खिलाफ झूठी शिकायत को साबित करने के लिए दबाव बनाया जाता है और दूसरे झूठी घटनाओं को जोड़कर उस शिकायत को सही साबित करने का प्रयास किया जाता है। यदि पुलिस अधिकारी के खिलाफ विभागीय जांच की जाती है तो संबंधित पुलिस अधिकारी के खिलाफ झूठी शिकायत को साबित करने के लिए दबाव बनाया जाता है। और यदि फिर भी संबंधित पुलिस अधिकारी के खिलाफ सबूत नहीं मिलते हैं तो झूठी शिकायत को साबित करने के लिए अन्य की घटनाओं को उस पुलिस अधिकारी के खिलाफ जोड़ दिया जाता है। आदरणीय दोस्तों इस प्रकार योग्य और ईमानदार पुलिस अधिकारी अंदर से टूट जाता है क्योंकि जिस पुलिस विभाग के लिए वह 15 साल से 20 साल से 25 साल से अपनी सेवाएं दे रहा है वही विभाग उसके खिलाफ झूठी शिकायत साबित करने के लिए प्रयासरत रहता है। इस प्रकार पुलिस अधिकारी मानसिक तनाव में रहते हैं और इसका प्रभाव पुलिस अधिकारी के परिवार और उनकी निजी जिंदगी में भी होता है इस प्रकार आदरणीय दोस्तों मेरी दैनिक दिनचर्या बहुत कठिन है।

- मैं सुबह 4:00 a.m. पर जागकर सुबह की दैनिक क्रियाओं से निवृत्त होकर 3 किलोमीटर की दौड़ पूरी करके आता हूं और उसके बाद 15 मिनट का विश्राम करता हूं तत्पश्चात व्यायाम योगा आदि करता हूं और 20 मिनट का विश्राम करने के बाद न्यूट्रिशन लेता हूं। इसके बाद मैं नहा धोकर तैयार होकर नाश्ता करता हूं और खाना पैकिंग करवा कर घर से 6:00 a.m. पर ड्यूटी हैतू पुलिस थाने के लिए रवाना हुआ। मैं 7:00 a.m. पर पुलिस थाने पर पहुंचा और एचएम प्रशासन से मेरी ड्यूटी का पता किया तो एचएम प्रशासन ने बताया कि श्रीमान आपकी ड्यूटी आज एक्ट कि अधिक से अधिक कार्यवाही करने की है और आपके साथ 8 कास्टेबल और 2 महिला कॉन्स्टेबल है। मैंने अनुसंधान बॉक्स और हथियार और पूर्ण पुलिस टीम और पुलिस वाहन प्राप्त कर दिए गए कार्य को पूर्ण करने के लिए अर्थात एक्ट अधिनियम के प्रकरणों की कार्रवाई करने हेतु पुलिस थाने से रवाना हुआ और पुलिस थाना इलाके में पेट्रोलिंग शुरू की और जैसे ही मैं पेट्रोलिंग करता हूआ राष्ट्रीय राजमार्ग पर पहुंचा तो देखा की दो ट्रकों के चालको ने भारी आवाज में म्यूजिक बजा रहे थे गाना बजा रहे थे। इस पर मैंने मेरी पुलिस टीम को उक्त दोनों ट्रकों को संगीत बजाने बाबत आज्ञा और अनुमति पूछने का निर्देश दिया तो मेरी टीम ने बताया कि श्रीमान ट्रक वाले के पास राष्ट्रीय राजमार्ग पर दिन में संगीत बजाने की न तो आज्ञा है और न ही अनुमति है। इस पर मैंने दोनों ट्रकों को राजस्थान ध्वनि प्रदूषण नियंत्रण अधिनियम मे कार्रवाई कर संगीत यंत्रों को जप्त कर लिया और ट्रक चालकों को गिरफ्तार का चालको द्वारा जमानती पेश करने पर जमानत पर रिहा किया गया। और पूर्ण कार्रवाई कर संपूर्ण दस्तावेज अग्रिम कार्रवाई हेतु दिन ड्यूटी अधिकारी को सौंप दिए गए। और मैं पुनः पुलिस थाना इलाके में पेट्रोलिंग पर निकल गया और जैसे ही मैं Hotel red and blue diamond के सामने से निकला तो दो लग्जरी गाड़ी आई जो तेज आवाज में गाने बजा रहे थे जिनको रोक कर चेक किया तो यह बजाने के साथ शराबी पी रखे थे। इस पर मैंने दोनों उक्त गाड़ियों को वाहन अधिनियम मे जब्त कर 185 एमवी एक्ट की कार्रवाई की और ध्वनि प्रदूषण अधिनियम 9/ 11 की कार्रवाई भी की और गिरफ्तार कर संपूर्ण दस्तावेज जी कार्रवाई कर दिन डयुटी अधिकारी को सुपुर्द किया। इसके बाद पुलिस नियंत्रण कक्ष से सूचना आई की विश्वविद्यालय के पीछे दो व्यक्ति देसी शराब बेच रहे । इस सूचना की तस्दीक हैतू मैं मौके पर रवाना हुआ। और वहां पहुंचे तो देखा कि दो व्यक्ति पुलिस को देखते ही भागने लगे जिसे पुलिस टीम ने घेरा देकर पकड़ कर चेक किया तो उन्होंने बताया श्रीमान हम देसी शराब बेच रहे थे और हमसे गलती हो गई। आगे से नहीं बेचेंगे। इस पर मैंने दोनों व्यक्तियों को गिरफ्तार कर दोनों व्यक्तियों के खिलाफ राजस्थान आबकारी अधिनियम के तहत कार्रवाई की और कार्रवाई कर अग्रिम कार्रवाई हेतु दिन ड्यूटी अधिकारी को सुपुर्द कर दिया। इस प्रकार मैं लगातार अधिनियम की कार्यवाही कर रहा था और इसके बावजूद भी उच्च स्तर के पुलिस अधिकारियों का दबाव था कि अधिक से अधिक कार्रवाई की जाए और रिपोर्ट से अवगत करवाया जाए। इस प्रकार मेरी दैनिक दिनचर्या बहुत कठिन है
- इस प्रकार अधिनियम की कार्रवाइयों का सिलसिला जारी था और इसी दौरान एक मुखबिर ने सूचना दी कि एक गोदाम में अवैध अंग्रेजी शराब उतारी जा रही है जिस पर मैंने मुखबिर की सूचना के आधार पर गोदाम में जाकर एक कॉन्स्टेबल को भिजवा कर सूचना की सत्यता की जांच करवाई तो सूचना सही पाई गई और उस गोदाम पर रेड दी गई जिसमें 1000 पेटी अंग्रेजी शराब की मिली जिस पर गोदाम के मालिक व वाहन के मालिक व शराब का व्यवसाय करने वालों के खिलाफ राजस्थान आबकारी अधिनियम 19/54 में कार्रवाई की गई और इससे संबंधित सभी आरोपी को गिरफ्तार कर मौके पर ही अवैध शराब को सील बंद कर पुलिस थाने पर लाकर दिन ड्यूटी अधिकारी को सुपुर्द किया गया। और इसके बाद मैं वापिस पुलिस थाने से रवाना होकर राजा पार्क मार्केट पहुंचा । जहां कई दुकानदार असली चीजों की कॉपी कर बेच रहे थे, इस प्रकार 35 दुकानदारों के खिलाफ कॉपीराइट एक्ट के तहत कार्रवाई की गई और इससे संपूर्ण बाजार में कॉपीराइट एक्ट के तहत अपराध करने वाले सभी व्यक्ति सावधान हो गए और कॉपी करना बंद कर दिया। इसके बाद थाना अधिकारी ने मुझे फोन कर जानकारी दी कि वंदना कॉलोनी में दो पक्षों में सांप्रदायिक झगड़ा हो गया है और करीब 20 लोग घायल हो गए हैं और मैं भी मौके पर ही हूं इसलिए आप तुरंत मौके पर पहुंचे इस प्रकार मैंने बिना समय बर्बाद किए तुरंत मौके पर पहुंचा और थानाधिकारी के बताया अनुसार घायल व्यक्तियों को इलाज के लिए अस्पताल पहुंचाया और मौके पर पुलिस टीम को छोड़कर शांति व्यवस्था कायम करवाई और थाना अधिकारी को सहयोग किया और पुलिस नियंत्रण कक्ष और उच्च पुलिस अधिकारियों को इस बारे में अवगत करवाया गया। इस प्रकार मेरी दैनिक दिनचर्या बहुत कठिन है। इसके बाद मैंने 2 घंटे सड़क सुरक्षा सप्ताह मैं आमजन को सुरक्षा संबंधी जागरूकता के उपाय बता कर जनता को जागरूक किया और इस प्रकार मुझे रात्रि 8:00 बज गए। और अब मेरी ड्यूटी समाप्त हो गई। मैं पूरी कार्रवाई और मेरे हथियार आदि के बारे में पूरा विवरण जनरल डायरी में अंकित करवाया और हथियारों को मालखाने में जमा करवाया। उसके बाद मैंने पुलिस पोशाक को बदल कर नहा धोकर तैयार होकर स्वयं को सैनिटाइजर किया। और रात्रि 9:00 बजे पुलिस थाने से घर के लिए रवाना हुआ।
- मेरी दैनिक दिनचर्या का निष्कर्ष :- मेरी दैनिक दिनचर्या का निष्कर्ष यह है की मेरी दैनिक दिनचर्या बहुत कठिन है वह मेरी दैनिक दिनचर्या बहुत व्यस्त रहती है और पुलिस विभाग में कार्य करते हुए भी बहुत मानसिक दबाव रहता है इस वजह से पुलिस अधिकारी मानसिक तनाव में रहते हैं और इस प्रकार उनका व्यवहार थोड़ा रूखा हो जाता है और पुलिस अधिकारियों पर काम का अत्यधिक बोझ रहता है इसलिए पुलिस अधिकारियों के काम करने की दक्षता प्रभावित होती है।
- मेरी दैनिक दिनचर्या के बारे में राय:- मेरी दैनिक दिनचर्या पुलिस विभाग में पुलिस अधिकारियों पर काम का वजन कम करना चाहिए और उनकी दक्षता को सुधारने के लिए क्वांटिटी की अपेक्षा क़व्वालीटी पर ध्यान दिया जाना चाहिए और पुलिस अधिकारियों को आवश्यकता होने पर सहयोग किया जाना चाहिए।
- मेरी दैनिक दिनचर्या का समापन:- रात्रि 10:30 हो चुके हैं और मैं घर पर पहुंच गया हूं और मेरी दैनिक दिनचर्या का समापन इस उम्मीद के साथ होता है कि पुलिस विभाग में पुलिस अधिकारियों के कर्तव्य पालन के दौरान कानून की बाध्यता यह तथ्य की गलतफहमी के कारण यदि कोई गलती पाई जाती है तो उसमें पुलिस विभाग पुलिस अधिकारी के प्रति नरम रुख अपनाएं और किसी भी पुलिस अधिकारी के खिलाफ जबरदस्ती किसी झूठी शिकायत को साबित करने का प्रयास न किया जाए और झूठी शिकायतों को साबित करने के लिए अन्य घटनाओं को जबरदस्ती न जोड़ा जाए और पुलिस अधिकारियों को प्रोत्साहित करने के लिए पुलिस विभाग में मनोचिकित्सक से मीटिंग करवा कर पुलिस अधिकारियों की समस्याओं का तुरंत समाधान किया जाना चाहिए और पुलिस अधिकारियों को उचित वेतन और सुविधाएं दी जानी चाहिए और पुलिस विभाग को पुलिस अधिकारियों को परिवार के लिए समय दिया जाना चाहिए ।जिसे सभी पुलिस अधिकारी फ्रेश होकर तरोताजा होकर अपनी ड्यूटी सही तरीके से करें। जिससे पुलिस अधिकारी अच्छे तरीके से अपनी सेवाएं दे सके । इस प्रकार मेरी दैनिक दिनचर्या का समापन हुआ।
