- मेरी दैनिक दिनचर्या बहुत कठिन है!मेरी दैनिक दिनचर्याके कठिन होने के पीछे तो कई कारण है लेकिन सब कारणों का एक ब्लॉग में समावेश करना संभव नहीं है| इसलिए आप सब आदरणीय दोस्तों को आज मैं केवल तीन कारण निवेदन कर रहा हूं जो इस प्रकार है!
- 1. पुलिस विभाग में किसी पुलिस अधिकारी के खिलाफ किसी व्यक्ति द्वारा जो कानून का उल्लंघन करता है द्वारा पुलिस अधिकारी के खिलाफ झूठी शिकायत की जाती है तो उस शिकायत को सही मान लिया जाता है और उच्च पुलिस स्तर के अधिकारियों का इस शिकायत को साबित करने का दबाव होता है| वह यह जानते हैं कि यह शिकायत झूठी की गई है लेकिन फिर भी वह शिकायत को सही साबित करते हैं और पुलिस अधिकारी को अपने कर्तव्य को सही तरीके से निभाने में मुश्किलें खड़ी करते हैं| इस वजह से पुलिस अधिकारी अपनी क्षमता का 100% अपनी ड्यूटी में नहीं दे पाते हैं और उनका मनोबल गिर जाता है इसलिए पुलिस अधिकारी मानसिक तनाव में रहते हैं और उनका जीवन बहुत कठिन है! यदि पुलिस के उच्च स्तर के पुलिस अधिकारी पुलिस अधिकारियों को उचित प्रोत्साहन दे और उनका सम्मान करें और उनके सही कार्यों की सराहना करें तो सभी पुलिस अधिकारी ड्यूटी ओं में अपना 100% दे कर बहुत अच्छी ड्यूटी कर सकते हैं और इसका प्रभाव हो सकता है कि जनता के कार्य बिना रुकावट के और अच्छी तरीके से हो सकते हैं और जनता पुलिस को सहयोग करेगी और इस प्रकार एक अच्छे समाज और अच्छे देश का निर्माण होगा और !एक अच्छी पुलिसिंग देखने को मिलेगी| इस प्रकार मेरी दैनिक दिनचर्याबहुत कठिन है|
- 2. पुलिस अधिकारियों के पास तकनीकी संसाधनों की कमी| पुलिस विभाग में आज अनुसंधान का कार्य पूर्ण रूप से तकनीकी साधनों से हो रहा है लेकिन पुलिस विभाग में सभी अनुसंधान अधिकारियों के पास पर्याप्त मात्रा में तकनीकी संसाधन नहीं है जिससे अनुसंधान पूर्ण दक्षता और उच्च गुणवत्ता के साथ नहीं हो पाता है और इसकी जिम्मेदारी व्यक्तिगत रूप से संबंधित पुलिस अधिकारी की होती है इससे पुलिस अधिकारी मानसिक तनाव में रहते हैं और पुलिस अधिकारियों पर काम का दबाव रहता है ! इस प्रकार मेरी दैनिक दिनचर्या बहुत कठिन है|
- 3. पुलिस विभाग में पुलिस अधिकारियों को ड्यूटी से संबंधित उपकरण दिए दिए जाते हैं जैसे यदि कोई पुलिस अधिकारी बलवा धरना प्रदर्शन आदि में ड्यूटी जाता है तो उसे राइफल पिस्टल बंदूक या अन्य गैस गन आदि दे दी जाती है लेकिन उनके संचालित या चलाने का अधिकार नहीं दिया जाता है जिससे पुलिस अधिकारी आवश्यकता होने पर अपने हथियार का उपयोग नहीं कर पाते हैं| और पंगु बने रहते हैं इस वजह से पुलिस अधिकारी मानसिक तनाव में रहते हैं क्योंकि उनके पास हथियार रहते हुए भी वे अपनी मर्जी से उनका उपयोग नहीं कर पाते हैं! इस प्रकार मेरी दैनिक दिनचर्याबहुत कठिन है|

- मेरी दैनिक दिनचर्या की शुरुआत इस प्रकार होती है की मैं सुबह 4:00 a.m. पर जागकर सुबह की क्रियाओं से निवृत्त होकर 4 किलोमीटर की दौड़ पूरी करके आता हूं और 30 मिनट का विश्राम करता हूं और उसके बाद न्यूट्रीशन लेता हूं और तत्पश्चात प्राणायाम योगा व्यायाम आदि करता हूं इसके बाद 20 मिनट का विश्राम कर तैयार होकर नाश्ता करता हूं और ड्यूटी हैतू घर से पुलिस थाने के लिए रवाना हो जाता हूं।
- 7:30 ए एम पर मैं पुलिस थाने पर पहुंचा और एचएम प्रशासन से ड्यूटी का पता किया तो एचएम प्रशासन ने बताया कि श्रीमान आपकी ड्यूटी आज पुलिस नियंत्रण कक्ष वाहन प्रभारी के रूप में रहेगी और साथ में 4 कॉन्स्टेबल और 3 महिला कांस्टेबल ड्यूटी में रहेगी |
- मैं पुलिस नियंत्रण कक्ष वाहन में ड्यूटी पर तैनात हुआ और मेरे साथ जो पुलिस टीम थी उसको चेक किया तो पूरे पुलिस टीम के सदस्य हाजिर थे |इसके बाद मैंने पुलिस नियंत्रण कक्ष वाहन से गस्त शुरू की और पुलिस थाना इलाके में हॉटस्पॉट इलाके में गया तो देखा कि कुछ व्यक्ति कोरोना के दौरान लॉकडाउन की व्यवस्था का पालन नहीं कर रहे हैं! जिनको बार-बार समझाइस की गई इसके बावजूद भी वह अपने घरों से बिना कारण बाहर निकल रहे हैं! और उचित सामाजिक दूरी बनाए रखने का पालन नहीं कर रहे हैं !इस कारण मुझे उन्हें समझाइश करनी पड़ी और आगे से लॉकडाउन के नियमों का पालन करने की हिदायत दी गई और इसके बाद में आगे दूसरी कॉलोनी में गस्त करता हुआ गया तो देखा कि कुछ व्यक्ति जरूरतमंद और गरीब व्यक्तियों को भोजन वितरण व्यवस्था में व्यवधान कर रहे थे जिनको समझाइश की गई और ऐसे संवेदनशील समय में सभी को सहयोग करने की अपील की गई और इस प्रकार में गश्त करता हुआ नाकाबंदी स्थलों पर पहुंचा और चेकिंग की तो एमपी सर्किल पर पूरा पुलिस पूरी पुलिस टीम हाजिरी मिली और कार्रवाई जांच की तो एमपी सर्किल नाकाबंदी स्थल पर 500 वाहन की चेकिंग की गई जिसमें थे सो को जप्त किया गया और 200 वाहन का चालान किया गया और इसके अलावा 185 एमवी एक्ट के तहत 20 कार्रवाई की गई और राजकार्य में बाधा पहुंचाने वाले व्यक्तियों को जिनकी संख्या 10 थी को धारा 151 सीआरपीसी में गिरफ्तार किया गया इस प्रकार एमपी सर्किल पर नाकाबंदी प्रभारी को मैंने धन्यवाद दिया और आगे से भी ऐसी लगन और जोश और उत्साह से कार्य करने हेतु प्रेरित किया!
- और मैं और मेरी पुलिस टीम मेहरबान के पुलिस नियंत्रण कक्ष वाहन के एमपी सर्किल नाकाबंदी की स्थल से रवाना होकर राज सिंह नाकाबंदी स्थल पर पहुंचे तो देखा कि पूरी पुलिस टीम हाजिर है और पूरी मुस्तैदी से ड्यूटी कर रही है और नाकाबंदी रजिस्टर चेक किया तो सोमवार चेक करना पाया गया जिसमें 10 बार जब किए गए और 25 वाहन का चालान किया गया और दो व्यक्तियों को 151 सीआरपीसी में गिरफ्तार किया गया और 185 एमवी एक्ट के तहत दो वाहन व तीन व्यक्तियों को गिरफ्तार कर कार्रवाई की गई इसलिए राज सिंह चौराहा नाकाबंदी प्रभारी को भी धन्यवाद दिया गया और भविष्य में भी इसी प्रकार ड्यूटी करते रहने के लिए प्रोत्साहित किया गया और बताया गया कि यदि मेरी सहायता की कोई आवश्यकता हो तो तुरंत मुझसे कॉल किया जाए मुझसे कांटेक्ट किया है!
- इसके बाद मैं वहां से रवाना हुआ | इसी दौरान पुलिस नियंत्रण कक्ष से मेरे पास एक काल आया कि आप तुरंत s.m.s. अस्पताल पहुंचे क्योंकि वहां कोरोना पॉजिटिव मरीजों के परिजन मरीजों के साथ रहने के लिए डॉक्टरों के साथ जिद कर रहे हैं, बहस कर रहे हैं, और झगड़ा करने पर उतारू हो रहे हैं इस पर मैं और मेरी पुलिस टीम तुरंत s.m.s. हॉस्पिटल पहुंचे और देखा कि 100-200 आदमी की भीड़ एकत्रित हो रहे हैं जिसको साइड में करवा कर मैंने मेरी टीम को पता करने के लिए कहा तो देखा गया कि 8 आदमी डॉक्टरों के साथ उलझ रहे थे! जिनको साइड में किया गया और डॉक्टर से पूरे मामले की जानकारी ली गई तो डॉक्टर ने बताया कि श्रीमान इनके रिश्तेदार कोरोनावायरस पॉजिटिव है जो परिजनों के साथ रहना चाहते हैं! हमने इनको समझाया लेकिन यह नहीं मान रहे हैं इसके बाद मैंने डॉक्टर की बात सुनने के बाद पूरी जानकारी लेने और पूरी संतुष्टि होने पर उनके परिजनों को समझाया कि यह बीमारी ऐसी है जिसमें परिजनों को साथ रहने की अनुमति नहीं होती है क्योंकि यह बीमारी साथ रहने व छूने से होती है मैंने शांतिपूर्वक मरीज के परिजनों को समझाया तो समझ गए व इस प्रकार मामला शांत करवाया गया इस बारे में की गई कार्रवाई से पुलिस प्रभारी पुलिस नियंत्रण कक्ष प्रभारी और थाना अधिकारी को अवगत करवाया गया और मैं वहां से रवाना होकर पुलिस थाना इलाके में दस्त के लिए चला गया और इसके बाद मैंने देखा कि जूही में जैसे ही मैं गांधी कॉलोनी पर सर्किल पर पहुंचा दो कारों में एक्सीडेंट दुर्घटना मेरे सामने घटित हो गई जिसमें यह कार का ड्राइवर घायल हो गया जिसको मेरे पुलिस टीम के द्वारा एंबुलेंस में हॉस्पिटल भिजवाया गया और दूसरी कार का ड्राइवर जो कार में फस गया था जिसको पुलिस टीम की सहायता से बाहर निकाला गया और इस प्रकार दोनों कारों को सड़क से साइड में करवा कर यातायात को सुचारू करवाया गया और इसके बारे में पुलिस नियंत्रण कक्ष और थाना प्रभारी को करवाया गया और दोनों कार वालों से बात की गई तो कार वालों ने बताया कि श्रीमान हमारी गलती की वजह से हमारी कार दुर्घटनाग्रस्त हो गई है लेकिन एक दूसरे के खिलाफ कोई कार्रवाई नहीं चाहते हैं और आगे से ऐसी गलती नहीं करेंगे और हम लिख कर देने को तैयार हैं कि हम कोई कार्रवाई नहीं चाहते हैं और आप पूरी टीम को बहुत-बहुत धन्यवाद यह कहने के बाद को लिखित में लेने के बाद मैंने दोनों कार वालों को वहां से रवाना कर दिया और उनको बताया गया कि आप को पुलिस की सहायता की आवश्यकता हो तो आप कभी भी कॉल कर सकते हो पुलिस सहायता के लिए तैयार है लेकिन वहां उनको हमेशा पूर्ण सावधानी और सतर्कता के साथ चलाना चाहिए और वाहन चलाते समय या नशीली चीजों का सेवन नहीं करना चाहिए!

और मैं वहां से रवाना होकर कोरोना रिपोर्ट इलाकों में हॉट स्पॉट इलाकों में गस्त करता हुआ गया तो देखा कि जो व्यक्ति पहले लॉकडाउन के नियमों का उल्लंघन कर रहे थे जो व्यक्ति अब भी बावजूद समझा इसके लॉकडाउन के नियमों का उल्लंघन कर रहे थे और सामाजिक दूरी बनाए रखने का भी पालन नहीं कर रहे थे जिनको मैंने वापिस समझा इस की ओर इस महामारी की बीमारी की गंभीरता के बारे में जागरूक किया !लेकिन उन्होंने उन्होंने अपने आप को लॉकडाउन के नियमों का पालन करने से नहीं रोका और पुलिस से बहन रहे वह है पुलिस से जलने लगे इस पर मैंने उन्हें चेतावनी दी कि वे कानून अपने हाथ में नहीं ली लेकिन वे नहीं माने और मेरे को मजबूरन उनके खिलाफ कानूनी कार्रवाई करनी पड़ी और इस प्रकार मैंने लॉकडाउन के नियमों का उल्लंघन करने वाले 10 व्यक्तियों के खिलाफ धारा 151 सीआरपीसी में कार्रवाई की वह 15 व्यक्तियों के खिलाफ ₹500 की जुर्माना की कार्रवाई की और गिरफ्तार व्यक्तियों और लोकदल के तहत कार्रवाई लोन के नियम का पालन नहीं करने वाले व्यक्तियों के लाभ के खिलाफ कार्यवाही कर गिरफ्तार व्यक्तियों को थाने पर लाकर दिन ड्यूटी अधिकारी को सुपुर्द कर दिया और इसके बाद में वापस मेरी पुलिस टीम को लेकर इलाका थाने में गश्त पर निकल गया और जैसे ही राजीव मार्केट पहुंचा तो यह दुकान पर दुकानदार और ग्राहक के झगड़ा हो रहा था मैंने जाकर मामले की जानकारी ली तो ग्राहकों ने बताया कि श्रीमान दुकानदार प्रिंट मूल्यों से ज्यादा कीमती वसूल रहा है और बार बार कहने पर भी नहीं मान रहा है और ऐसे संवेदनशील समय में भी प्रिंट रेट से ज्यादा पैसा वसूल ना बहुत गलत है इसके बाद मैंने दुकानदार से पूछा तो बताया कि श्रीमान मेरी गलती हो गई है आइंदा से मैं प्रिंट रेट पर ही वस्तुएं दे दूंगा इस बार ग्राहकों ने बताया कि श्रीमान यह दुकानदार काफी दिनों से प्रिंट रेट से ज्यादा प्रिंट रेड से प्रिंट मूल्यों से ज्यादा कीमतों पर वस्तुएं बेच रहा है और निवेदन करने के बाद भी नहीं मान रहा था और मारपीट की धमकी भी दे रहा था इसलिए श्रीमान हम सब कॉलोनी वालों का निवेदन है कि आप इसे ले जाकर पुलिस थाने ले जाकर इसके खिलाफ कानूनी कार्रवाई कीजिए जिससे अन्य दुकानदार जो प्रिंट्री कीमत प्रिंटिंग मूल्यों से ज्यादा कीमती वसूलते हैं उनको भी सबक मिलेगा और कोई भी दुकानदार किसी भी ग्राहक से ज्यादा पैसा नहीं लेगा और इस प्रकार आमजन को राहत मिलेगी आपका बहुत-बहुत धन्यवाद होगा कॉलोनी वासियों की तरफ से आपसे अनुरोध है कि आप इस दुकानदार को पुलिस थाने पर ले जाकर इसके खिलाफ कानूनी कार्रवाई कीजिए! जनता के अनुरोध पर मैं दुकानदार को पुलिस थाने पर लाकर उसके खिलाफ उचित कानूनी कार्रवाई कर दिन ड्यूटी अधिकारी को सुपुर्द किया और पुलिस नियंत्रण कक्ष ,थाना प्रभारी को बताया गया और इस प्रकार रात्री 9:00 बज गए हैं

- और इसके बाद पुलिस नियंत्रण कक्ष से फोन आया कि आपके थाना इलाके मे एक कोरोनावायरस पॉजिटिव गुजरेगा उसकी एस्कॉर्ट करनी है इसलिए मैंने कोरोना पॉजिटिव को अपने थाना इलाके से दूसरे थाना इलाके में प्रवेश कराकर वापिस पुलिस थाने पर आया तो एचएम प्रशासन ने बताया कि श्रीमान अब रात्रि 10:30 हो चुके हैं और आपकी ड्यूटी पूर्ण हो गई है! इस प्रकार मेरी ड्यूटी पूर्ण होने पर मैंने अपने राजकीय उपकरण जमा करवाएं और पुलिस पोशाक को बदल कर नहा धोकर सिविल कपड़े पहने और स्वयं को सैनिटाइज किया और पुलिस थाने से घर के लिए रात्रि 11:30 पर रवाना हुआ!
- मेरी दैनिक दिनचर्याके बारे में राय: - मेरी दैनिक दिनचर्या के बारे में मेरी यह राय है कि पुलिस अधिकारियों के खिलाफ प्राप्त होने वाली झूठी शिकायतें जो कानून का उल्लंघन करने वाले व्यक्तियों द्वारा की जाती है को जबरदस्ती पुलिस अधिकारियों के खिलाफ साबित न की जाए जैसी वास्तविक स्थिति हो उसी के आधार पर उसकी रिपोर्ट बनाई जाए और दूसरी बात यह है की पुलिस अधिकारियों को जो भी उपकरण या हथियार दिए जाते हैं उनका आवश्यकता होने पर उपयोग करने का पूरा अधिकार पुलिस अधिकारियों को दिया जाए और पुलिस अधिकारियों को मानसिक तनाव से उबरने के लिए उनको समय-समय पर उचित सलाह दी जाए और उनको उनकी समस्याएं जानकर उनका समाधान तुरंत किया जाए! जिससे सभी पुलिस अधिकारी मानसिक तनाव में रहे और अच्छे से ड्यूटी करें इस प्रकार एक अच्छी पुलिस का निर्माण हो सके और आमजन को उच्च गुणवत्तापूर्ण परिणाम देकर आम जनता का कार्य उच्च गुणवत्ता और बेहद शालीन व्यवहार के साथ करें!
- मेरी दैनिक दिनचर्या का समापन:- अब रात्रि 12:20 हो चुके हैं और मैं घर पर पहुंच चुका हूं और मैं मेरी दैनिक दिनचर्या का समापन इस विश्वास के साथ करता हूं कि भविष्य में एक अच्छी पुलिसिंग का निर्माण होगा और इसका प्रभाव यह होगा कि जनता के कार्य तुरंत और नियमानुसार होंगे और जो कार्य होंगे वह सिर्फ होंगे नहीं बल्कि जनता में दिखेंगे भी जनता में यह प्रचार होगा कि पुलिस बहुत अच्छा कार्य कर रही है जैसा कि सर्वोच्च न्यायालय ने भी देता है कि न्याय करना ही नहीं चाहिए बल्कि सभी अदालतों को न्याय करना चाहिए कि जनता को दिखना चाहिए कि न्याय हो रहा है उसी प्रकार पुलिस को जनता की भलाई के लिए और जनता के कार्यों को बिना रुकावट के इस प्रकार करना चाहिए कि जनता को भी महसूस होना चाहिए कि पुलिस तबीयत गति से उसके भलाई के कार्य कर रही है और आशा करता हूं कि भविष्य में पुलिस और भी बेहतर पुलिसिंग का विकास करेगी और जनता की सुविधाओं के लिए पुलिस आधुनिक तरीकों से जनता के खिलाफ हो रहे अपराधों को रोककर जनता को भयमुक्त वातावरण और काम करने लायक आरामदायक वातावरण उपलब्ध करवा सकेगी और जनता का विश्वास पुलिस में बढ़ेगा इससे ज्यादा कोई पुलिस के लिए उपलब्धि नहीं हो सकती इस प्रकार मेरी दैनिक दिनचर्या का समापन हुआ!
