शांति व्यवस्था व medical team को अन्य सहयोग के लिए हमारी ड्यूटी थी। मैं मेरी टीम के साथ केसवानी विद्यालय में पहुंच गया। जहां पर मेडिकल टीम पूर्व से उपस्थित थी और कार्यक्रम के शुरुआत की तैयारियां हो रही थी इस दौरान हम पहुंच कर कार्यक्रम में भाग लेने वाले सभी नागरिक गणों अतिथियों और अधिकारी गणों को 1 मीटर की सामाजिक दूरी बनाए हुए कार्यक्रम आयोजित करवाने में मदद की और जनता में भी इस कार्यक्रम का भरपूर सहयोग करने के बारे में घोषणा करवाई और यह प्रोग्राम 6 घंटे तक चला जब तक हम वहां ड्यूटी पर रहे औरअनावश्यक व कार्यक्रम में बाधा पहुंचाने वाले असामाजिक तत्वों के खिलाफ कार्रवाई की। इसके बाद हॉटस्पॉट स्पॉट इलाकों में पुलिस आयुक्त व जिला कलेक्टर द्वारा निरीक्षण के दौरान कानून व्यवस्था बनाए रखें व हॉटस्पॉट इलाकों के बारे में बीमारी से संबंधित तथ्य श्रीमान उक्त अधिकारी गणों को अद्यतन किए और कलेक्टर महोदय से जरूरतमंद लोगों के लिए खाद्य सामग्री व घरेलू आवश्यकता का सामान उपलब्ध करवाने का प्रस्ताव तैयार कर प्रस्तुत किया और शीघ्र अति शीघ्र अनुमोदन कर जरूरतमंदों को भोजन व घरेलू आवश्यकता का सामान व दवाइयां आदि की व्यवस्था करवाने के लिए निवेदन किया। कलेक्टर ने पुलिस व स्थानीय जनप्रतिनिधियों को आश्वासन दिया की हॉटस्पॉट इलाकों में किसी भी व्यक्ति को भोजन सामग्री या घरेलू आवश्यकता के सामान व दवाइयां आदि की कमी नहीं होने देंगे और कोई संवेदनशील स्थिति उत्पन्न हो तो आप हमें तुरंत रिपोर्ट कीजिए और पुलिस आयुक्त महोदय ने नियमों का उल्लंघन करने वाले व्यक्तियों पर शक्ति से कार्रवाई करने के निर्देश दिए। इस पर जरूरतमंद लोगों व स्थानीय जनता स्थानीय जनप्रतिनिधि सभी ने दोनों अधिकारियों को धन्यवाद ज्ञापित किया और इस प्रोग्राम का समापन हुआ। आदरणीय दोस्तों इसके बाद मैं और मेरी पूलिस टीम पुलिस नियंत्रण कक्ष की सूचना पर पर गए जहां पर कुछ समाज सेवकों द्वारा भूखे लोगों को व जरूरतमंद लोगों को जो करीब एक हजार थे को भोजन करवा रहे थे इस दौरान कुछ असामाजिक तत्व lockdown के नियमों का पालन नहीं कर रहे थे और भोजन वितरण व्यवस्था में बाधा पहुंचा रहे थे और समाज सेवकों के समझाने पर समाज सेवकों के साथ लड़ने को तैयार हो रहे थे। मैं और मेरी पुलिस टीम मौके पर पहुंचकर भोजन वितरण की व्यवस्था बनवाई व जनता के मध्य उचित दूरी बनवा कर व्यवस्था को सुचारू किया और जो व्यक्ति वितरण में अव्यवस्था कर रहे थे। उनको समझाया। लेकिन बड़े दुख और अफसोस के साथ कहना पड़ रहा है कि ऐसे संकट की घड़ी में और संवेदनशील समय में भी असामाजिक तत्व अपनी गतिविधियों से बाज नहीं आ रहे थे और जरूरतमंद लोगों को परेशान कर रहे थे। आदरणीय दोस्तों ऐसे लोगों द्वारा ही देश में शांति और भाईचारा और और देश के विकास में प्रगति में बाधा उत्पन्न होती है यह बड़े दुख और अफसोस की बात है दोस्तों, आदरणीय दोस्तों यह बड़ा भावूक समय होता है, जब हम किसी पर सख्त कार्रवाई करते हैं लेकिन दोस्तों आप या जनता का कोई भी व्यक्ति पुलिस के व्यवहार या उसकी प्रतिक्रिया को वीडियो रिकॉर्डिंग ऑडियो रिकॉर्डिंग या चश्मदीद गवाह के तौर पर देख लेता है और पुलिस की बुराई करने लग जाता है लेकिन दोस्तों आपको यह जानकर हैरानी होगी कि पुलिस को भी किसी व्यक्ति को पकड़ कर या गिरफ्तार कर कानूनी कार्रवाई करने में खुशी प्राप्त नहीं होती लेकिन देश में कानून व्यवस्था बनाए रखने और शांति व्यवस्था बनाए रखने हेतु संविधान के अनुसार देश को संचालित करने के लिए व्यवस्था बनाइए है उसको सुचारू रूप से चलाने के लिए आंतरिक जिम्मेदारी पुलिस की होती है और इसीलिए जब अंततः कोई असामाजिक तत्वों या अपराधी या अन्य व्यक्ति जो नियमों का पालन नहीं करता है और पुलिस के बार-बार शालीन तरीके से समझाने पर भी नियमानुसार कार्य नहीं करता है तो पुलिस को मजबूरी में ऐसे व्यक्तियों के साथ सख्ती से पेश आना होता है और उनके खिलाफ सख्त कानूनी कार्रवाई करनी होती है। इसी क्रम में यह कानूनी कार्रवाई करने के लिए हम बाध्य होते हैं। तो आदरणीय दोस्तों मैंने वह मेरी पुलिस टीम ने असामाजिक तत्वों को नियमानुसार गिरफ्तार कर उनके संवैधानिक अधिकारों और गिरफ्तारी के कारण से अवगत कराया जाकर मौके से गिरफ्तार कर पुलिस थाने पर लाकर ड्यूटी अधिकारी को सुपुर्द किया। इसके बाद मैं और मेरी पुलिस टीम अपनी ड्यूटी में वापस नियमित हो गए और इसी दौरान पुलिस नियंत्रण कक्ष से सूचना मिली कि गांधी चौराहे पर नाकाबंदी पुलिस टीम से एक शराबी व्यक्ति जो बिना अनुमति पत्र के लोक डाउन में अनावश्यक रूप से घूम रहा है पुलिस टीम से लड़ने पर उतारू हो रहा है आप जाइए और उनका सहयोग कीजिए। पुलिस नियंत्रण कक्ष की इस सूचना पर मैं और मेरी पुलिस टीम गांधी
