- 3. पुलिस विभाग में नियोजित पुलिस अधिकारियों के वेतन में सरकार द्वारा कटौती करने पर पुलिस के उच्चाधिकारियों द्वारा पक्ष रखने की बजाय नजरअंदाज करना। आदरणीय दोस्तों सरकार समय-समय पर सभी कर्मचारियों का वेतन बढ़ता है और समय के अनुसार महंगाई भी बढ़ती है और महंगाई के अनुसार प्रत्येक कर्मचारी चाहे पुलिस अधिकारी हो या सिविल का अधिकारी उसकी तनख्वाह बढ़नी चाहिए। लेकिन दोस्तों पुलिस विभाग में उल्टा हो रहा है पुलिस विभाग में आज से 2 साल पहले नए पुलिस अधिकारियों के वेतन में कटौती की गई यह कहकर कि इनकी वेतन वृद्धि गलत हो गई है। दोस्तों मैं आपसे निवेदन करना चाहता हूं जो पहले वेतन वृद्धि नियम लागू किए थे वह अधिकारी भी सीनियर आईएस थे और अब भी वे सीनियर आईएएस है तो वह गलत वेतन बढ़ोतरी कैसे कर सकते हैं लेकिन दोस्तों यह गवर्नमेंट का ड्रामा है और दोस्तों इसके बाद सरकार यहीं नहीं रुकी पहले पुलिस विभाग में 9 साल पूरे होने पर 18 साल पूरे होने पर 27 साल पूरे होने पर एक इंक्रीमेंट एक्स्ट्रा मिलता था और क्रमशः हेड कांस्टेबल असिस्टेंट सब इंस्पेक्टर सब इंस्पेक्टर और इंस्पेक्टर बी ग्रेड पे सबको मिला करती थी चाहे किसी का प्रमोशन हो या नहीं हो । लेकिन वर्तमान सरकार ने और पुलिस अधिकारियों की वेतन कटौती कर दी गई । पुलिस के उच्चाधिकारी जैसे डीजीपी आईजी पुलिस अधिकारी सरकार के समक्ष पुलिस अधिकारियों का पक्ष नहीं रखा है कि श्रीमान समय के साथ पेमेंट बढना चाहिए न कि घटना चाहिए इस वजह से भी पुलिस अधिकारी मानसिक तनाव में रहते हैं और उनका जीवन बहुत कठिन है ।

- मैं 7:30 ए एम पर में पुलिस थाने पर पहुंचा और एचएन प्रशासन से ड्यूटी का पता किया तो एचएम प्रशासन ने बताया कि श्रीमान आपकी ड्यूटी आज मुलजिम को दबोच कर लाने की है आपको आज अजमेर जोधपुर पाली सिरोही आदि स्थानों पर जाकर आना है। आदरणीय दोस्तों मैंने मेरे हथियार लिए और मेरे साथ जो 6 कॉन्स्टेबल ड्यूटी में थे उनको भी साथ में लिया और सर्वप्रथम किशनगढ़ के लिए रवाना हुए और 9:30 बजे किशनगढ़ पहुंचे किशनगढ़ के पास में हमारा एक वांछित अपराधी था जिसका पता कर उसके घर पर गए वह घर पर नहीं मिला जिस पर आसपास पता करने पर बताया कि वह किराया लेकर दूसरी जगह रहता है। इस पर मेने संबंधित पुलिस थाने के स्टाफ व सीएलजी मेंबर से संपर्क कर उस अपराधी के किराए के घर का पता किया और वहां पहुंचे तो उसको शायद पुलिस के आने की भनक लग गई और वह फरार हो गया और उसका लड़का और पत्नी घर पर मिले उन्होंने कहा कि वह तो 20 दिन से घर पर नहीं आ रहा इस पर हमने उसकी ओर गहनता से पूछताछ की और उसके बारे में पता किया की वह मार्बल का धंधा भी करता है तो वहां गए तो वहां से भी फरार हो गया था फिर इसके बाद दूसरे मुलजिम की तलाश में हम अजमेर के लिए के लिए रवाना हो गए, जो राजस्व बोर्ड में सर्विस करता था। अजमेर पहुंचकर राजस्व बोर्ड में जाकर चेयरमैन को उक्त व्यक्ति के बारे में हमारी पत्रावली में वांछित मुलजिम होने की जानकारी देकर उसको तलब फरमाने हेतु निवेदन किया जिस पर संबंधित अनुभाग अधिकारी ने बताया कि ज्ञान सिंह आज नहीं आया जिस पर ज्ञान सिंह के घर पर दबिश दी गई लेकिन ज्ञान सिंह नहीं मिला उक्त अपराधी के मोबाइल की लोकेशन निकाली और मोबाइल की लोकेशन के आधार पर उनका पीछा किया लेकिन मुलजिम बड़ा शातिर था बीच-बीच में मोबाइल की सिम को बाहर निकाल देता था वह मोबाइल को को स्विच ऑफ कर देता था। इस वजह से मोबाइल की लोकेशन नहीं आ पाती थी इस वजह से पकड़ से दूर हो रहा था फिर इसके बाद थाना प्रभारी से सलाह मशवरा किया और थाना प्रभारी के निर्देशानुसार मैं पाली के लिए रवाना हो गया और पाली पहुंचकर हंगाम सिंह नामक अपराधी के पते पर पहुंचे तो पता चला कि वह फालना में किराए के मकान में रहता है और और इस पर हम फालना गए और फालना में पूछताछ कर पता किया तो बताया गया कि वह रेलवे स्टेशन के पास में रहता है इस पर मैं रेलवे स्टेशन के पास में उसके किराए के मकान में गए तो उसी बीवी और बच्चा मिला। उन्होंने बताया कि संग्राम सिंह मेरा पति है और 2 महीने से घर पर नहीं आ रहा, उसके कोई संपर्क नंबर हमारे पास नहीं है, इस पर मैंने आसपास के पड़ोसियों से पूछताछ की तो पता चला कि वह यहां पर किराए से रहता है। इसलिए उसके बारे में हमें ज्यादा जानकारी नहीं है। इस प्रकार अंत में अन्य अपराधी शेर सिंह को गिरफ्तार करने के लिए जोधपुर के लिए रवाना हुए और जोधपुर पहुंचे संपर्क किया इसके बाद मैंने beat constable से संपर्क किया और बीट कांस्टेबल को साथ ले जाकर शेर सिंह नामक अपराधी के घर पर गए , लेकिन वह घर पर नहीं मिला जिस पर उसके घरवालों से उसके चालू नंबर लिए और बात की तो वह भी स्विच ऑफ आ रहा था इस प्रकार दोस्तों मैंने वहीं रुकने का निर्णय लिया । लेकिन थाना थाना अधिकारी ने बताया कि आप तुरंत यहां आ जाइए यहा इलाके में कोई सांप्रदायिक माहौल बिगड़ गया है इस वजह से अधिक से अधिक पुलिस बल की आवश्यकता है तो आप रुके नहीं । वहां आप आइंदा वापिस चले जाइएगा। थाना प्रभारी के निर्देशानुसार में जोधपुर से जयपुर के लिए रवाना हो गया और रात को 3:00 बजे करीब मैं पुलिस थाने पर आकर पहुंचा और हथियार बगैरा माल खाने में जमा करवाएं।
