दोस्तों मैं पुलिस विभाग में कार्य करता हूं और मेरा दैनिक जीवन बहुत कठिन है इसके बारे में मैं अपने ब्लॉग में लिखता हूं यदि आपको मेरी कठिन दैनिक दिनचर्या के बारे में मेरे ब्लॉग में रुचि हो और यदि आप मेरे बारे में अधिक जानना चाहते हो तो कृपया मेरे ब्लॉग को नियमित रूप से पढ़ा करिए।

आदरणीय दोस्तों सर्वप्रथम मैं आपके समक्ष मेरे कठिन जीवन के बारे में निवेदन करना चाहूंगा कि एक पुलिस अधिकारी का जीवन कठिन क्यों होता है। आदरणीय दोस्तों वैसे तो पुलिस के जीवन कठिन होने के बारे में कई कारण हो सकते हैं लेकिन उन सब का समावेश इस ब्लॉग में किया जाना मुश्किल है। इसलिए अभी मैं तीन कारणों का उल्लेख करूंगा।

1. पुलिस का 20 परसेंट स्टाफ लिपिकीय कार्य के लिए कार्यालयों में नियोजित है जैसे डीसीपी कार्यालय सीपी कार्यालय सुपरिटेंडेंट ऑफ पुलिस कार्यालय आईजी कार्यालय डीजी कार्यालय पुलिस हेडक्वार्टर कार्यालय आदि कार्यालयों में पुलिस अधिकारी लिपिक के सहायता हेतु कार्य करते हैं जो कि पुलिस अधिकारी का कार्य नहीं है क्योंकि पुलिस अधिकारी कानून व्यवस्था बनाए रखने और बेल्ट की नौकरी करने के लिए भर्ती हुआ है और उसकी वहीं उचित ड्यूटी है। आदरणीय दोस्तों पुलिस विभाग में 20 परसेंट पुलिस अधिकारी कार्यालय में नियोजित होने कारण स्टाफ की कमी होती है और जिसका परिणाम यह होता है कि पुलिस थानों या चौकियों या फिल्ड में पद स्थापित पुलिस अधिकारियों को अपनी ड्यूटी से अधिक समय तक काम करना होता है और वह इस वजह से स्वयं पर ध्यान नहीं दे पाते हैं आदरणीय दोस्तों यदि आप सोचिए अगर यह 20 परसेंट स्टॉप फील्ड में ड्यूटी करें तो अन्य पुलिस अधिकारियों को कितना आराम मिलेगा। जिससे प्रत्येक पुलिस अधिकारी अच्छे से और अच्छी गुणवत्ता से कार्य करेगा और अच्छे परिणाम देगा और अपने व्यवहार में भी इसका असर दिखेगा वह शालीन व्यवहार करेगा ।

2. आदरणीय दोस्तों 15 परसेंट पुलिस अधिकारी अन्य विभागों में जैसे आबकारी जेडीए नगर निगम आदि विभागों में प्रतिनियुक्ति पर चला जाता है जिससे स्टाफ की बहुत कमी महसूस होती है और बाकी बच्चे पुलिस अधिकारी के लिए काम की जिम्मेदारी बढ़ जाती है इस वजह से पुलिस अधिकारी मानसिक तनाव में रहता है और स्वयं के लिए समय नहीं निकाल पाता है इस वजह से इसका जीवन बहुत कठिन है।

3. पुलिस अधिकारियों को किसी नए काम की पूरे स्टाफ को पूरी ट्रेनिंग दिए बिना ही कार्य को करने के लिए निर्देश दे दिए जाते हैं। आदरणीय दोस्तों जैसे आधुनिकरण के क्रम में ऑनलाइन अनुसंधान शुरू किया गया है। दोस्तों कुछ पुलिस अधिकारियों को नाम मात्र की औपचारिकता के लिए ट्रेनिंग देकर पुलिस अधिकारियों को अनुसंधान ऑनलाइन पूर्ण करने के आदेश दे दिए जाते हैं जबकि पुलिस थाने और चौकियों में पर्याप्त मात्रा में कंप्यूटर या मॉनिटर लैपटॉप नहीं होते हैं। लेकिन पुलिस अधिकारियों पर उच्च स्तर के पुलिस अधिकारी व सरकार और प्रशासन न्यायालय आदि का समय पर कार्य पूर्ण करने की जिम्मेदारी और दबाव रहता है जिससे पुलिस अधिकारी मानसिक तनाव में रहता है और उसका जीवन कठिन होता है।

आदरणीय दोस्तों आज सुबह मैं 4:00 a.m. पर जागकर सुबह की क्रियाओं से निवृत्त होकर 2 किलोमीटर की दौड़ पूरी करके आया और 30 मिनट तक विश्राम किया और इसके बाद प्राणायाम व्यायाम और योगा आदि का अभ्यास किया और 20 मिनट का विश्राम किया और इसके बाद न्यूट्रिशन लिए। इसके पश्चात में तैयार हुआ और नाश्ता किया और खाना पैकिंग करवा कर घर से ड्यूटी हैतू पुलिस थाने के लिए रवाना हुआ और 7:30 पर पुलिस थाने पर पहुंचा और एचएम प्रशासन से अपनी ड्यूटी का पता किया तो एचएम प्रशासन ने बताया कि श्रीमान आपकी ड्यूटी कोरोना जागरूकता रैली और पुलिस फ्लैग मार्च में ड्यूटी है इसके बाद मैंने मेरे हथियार और वायरलेस सेट और 5 कॉस्टेबल साथ लेकर अपनी ड्यूटी के लिए रवाना हो गया और जिन जिन जिन स्थानों पर जागरूकता रैली और पुलिस का फ्लैग मार्च था उन स्थानों पर ड्यूटी की। पुलिस फ्लैग मार्च में आमजन फूल मालाओं से स्वागत कर रहा था व तालियों से उत्साहवर्धन कर रहा था दोस्तों ऐसा वातावरण पहली बार विकसित हो रहा था जब आमजन पुलिस का स्वागत कर रहा हो और तहेदिल से उनका उत्साहवर्धन करने के लिए तालियां बजा रहा था।जो पुलिस के लिए भी और जनता के लिए भी गर्व की बात है क्योंकि पुलिस और जनता में बेहतर तालमेल रहेगा तो प्रत्येक कार्य बेहतरीन गुणवत्ता से होगा और उस देश का विकास भी बहुत तेज गति से होगा। आदरणीय दोस्तों इस प्रकार ड्यूटी करते हुए मुझे और मेरी टीम को 2:00 बज गए और पुलिस फ्लैग मार्च और जागरूकता रैली का समापन हो गया। इसके बाद कमिश्नर ऑफ पुलिस पूरे जयपुर शहर का दौरा कर रहे थे इस दौरान श्रीमान थाना अधिकारी महोदय ने मुझे कॉल कर का कि कमिश्नर साहब दौरे पर है और पर अपने थाने इलाके में भी आ सकते हैं और व्यवस्थाओं का निरीक्षण कर सकते हैं तो आपको अलर्ट रहना है और सभी स्थानों पर लगी पुलिस टीमों को अपना कार्य बेहतरीन ढंग से करने के लिए निर्देश देना है। इस पर मैंने थानाधिकारी के निर्देशों की पालना करवाई और पुलिस थाना इलाके में सब प्रकार के व्यवस्थाओं के लिए संबंधित विभागों के व्यक्ति को अपना अपना कार्य ईमानदारी और सतर्कता से करने की हिदायत दी। इसके 2 घंटे बाद कमिश्नर साहब हमारे पुलिस थाने इलाके में आए और विभिन्न इलाकों का जायजा लिया जरूरतमंद लोगों से मिले और पुलिस संबंधी सहायता और अन्य किस प्रकार की सहायता के लिए आमजन को पूछा और कहा कि पुलिस आपकी सेवा के लिए 24 घंटे तत्पर है। और मेरे से पुलिस थाना इलाके में कोरोना पॉजिटिव संदिग्ध व्यक्तियों और सुरक्षित रखे गए व्यक्तियों के डाटा के बारे में जानकारी ली और जनता की सेवा के लिए 24 घंटे तैयार रहेगीऔर हॉटस्पॉट इलाकों में लोक डाउन के नियमों का पालन 100% करवाने के लिए निर्देशित किया गया मैंने पुलिस कमिश्नर साहब के निर्देशों की पालना सुनिश्चित करवाई और हॉटस्पॉट इलाकों में लोक डाउन के नियमों की पूरी पालना की गई। इसके बाद मुझे पुलिस कंट्रोल रूम द्वारा महावीर कॉलोनी में पति पत्नी में झगड़े की सूचना दी जिस पर में और मेरी पुलिस टीम महावीर कॉलोनी पहुंचे तो मकान नंबर चार नंबर सेक्टर j50 में एक विवाहित जोड़ा जो दोनों डॉक्टर और एसोसिएट प्रोफेसर थे जो आपस में एक दूसरे पर मारपीट का आरोप लगा रहे थे और एक दूसरे पर f.i.r. करवाने के लिए कह रहे थे ।आदरणीय दोस्तों मैंने दोनों को समझाया लेकिन पति पत्नी आपस में समझौता नहीं कर पाए और कहा कि हम तो थाने चलकर कार्रवाई करवाएंगे। आदरणीय दोस्तों बेहद अफसोस और दुख की बात है कि शिक्षित व्यक्ति जो दोनों नौकरी पेशा है वह भी अपने जीवन में सामंजस्य नहीं रख पा रहे हैं तो आम आदमी से आशा करना बेमानी होगी। आदरणीय दोस्तों दोनों पति पत्नी के नहीं समझने पर मैंने दोनों को पुलिस थाने लाकर दिन ड्यूटी अधिकारी को सुपुर्द कर दिया और पूरी स्थिति से अवगत करवा दिया और की गई कार्रवाई से पुलिस नियंत्रण कक्ष को सूचित कर दिया इस प्रकार दोस्तों मुझे 6:00 बज गए और मेरी ड्यूटी अभी तक चल रही है। शाम को 6:00 बजे मेरे को श्रीमान थाना अधिकारी ने कहा कि आप राह चलते जरूरतमंद लोगों और मजदूरों और गरीब व्यक्तियों को पास में बने आश्रय स्थलों पर छोड़ोगे और जिला कलेक्ट्रेट नियंत्रण कक्ष को सूचित करोगे और शाम को रात को 9:00 बजे तक आपको यह कार्य लगातार और अनवरत गति से करना है। इस पर में श्रीमान थाना अधिकारी के निर्देशों की पालना में जो भी गरीब जरूरतमंद व्यक्ति सड़क पर पैदल चलता हुआ पाया गया उसे भोजन व आराम करने के लिए पास के आश्रय स्थलों को पहुंचाया और जिला कलेक्ट्रेट नियंत्रण कक्ष को सूचित किया। तत्पश्चात हॉस्पिटल में मरीज के कुछ परिजन बिना माशक के हॉस्पिटल में प्रवेश कर गए और हॉस्पिटल स्टाफ के समझाने पर अस्पताल में तोड़फोड़ कर दी और स्टाफ के साथ दुर्व्यवहार किया इस पर मैंने सूचना मिलते ही तुरंत हॉस्पिटल पहुंचा और मरीज के परिजनों को नियंत्रण में किया और हॉस्पिटल स्टाफ द्वारा रिपोर्ट मिलने पर मरीज के परिजनों के खिलाफ लोक डाउन के नियमों का उल्लंघन करने पर व हॉस्पिटल स्टाफ से दुर्व्यवहार करने पर नियमानुसार एफ आई आर दर्ज कर कार्रवाई की गई और हॉस्पिटल स्टाफ को आश्वासन दिया गया कि आप नियमित रूप से अपना कार्य कीजिए हॉस्पिटल के किसी भी काम में किसी भी व्यक्ति को बाधा नहीं पहुंचाने दी जाएगी। आदरणीय दोस्तों 9:40 तक मैं हॉस्पिटल में उपस्थित रहा और हॉस्पिटल में मरीजों के पास आवश्यकतानुसार ही एक ही व्यक्ति को रहने दिया और बाकी बचे व्यक्तियों को अपने-अपने घर भेज दिया । जिससे कि हॉस्पिटल में अव्यवस्था ना हो। इस प्रकार मुझे ड्यूटी करते हुए 9:45 हो गए और पुलिस थाने से दूसरी पुलिस टीम हॉस्पिटल आने पर मैं और मेरी पुलिस टीम फ्री हो गए और पुलिस थाने पर पहुंचे और अपने उपकरण थाने में जमा करवाएं और पुलिस की वर्दी खोलकर स्वयं को सैनिटाइजर किया सिविल कपड़े पहन कर 10:00 बजे पुलिस थाने से घर के लिए रवाना हो गया।

आदरणीय दोस्तों इस प्रकार पुलिस की लगभग 14 या 16 घंटे की ड्यूटी हो जाती है और इसमें किसी भी पुलिस अधिकारी का अपने घर से ड्यूटी स्थान पर आने जाने का समय नहीं होता है इसलिए पुलिस का जीवन बहुत कठिन है क्योंकि दोस्तों आप स्वयं सोचिए क्या ऐसी स्थिति में एक पुलिस अधिकारी क्या आपने सामाजिक दायित्व निभा पाएगा लेकिन इन कार्यों के नहीं करने के कारण ही तो पुलिस अधिकारी का जीवन बहुत कठिन है आदरणीय दोस्तों अब रात के 11:00 बज चुके हैं और मैं घर पहुंच चुका हूं और मैं घर पहुंच कर ना धो कर स्वयं को सैनिटाइजर कर घर के अंदर प्रवेश कर खाना खाया और ब्लॉग लिखा। आदरणीय दोस्तों इस प्रकार आज की मेरी दैनिक दिनचर्या का समापन हुआ।
