आदरणीय दोस्तों सर्वप्रथम मैं एक पुलिस अधिकारी की दैनिक दिनचर्या के कठिन होने के कारणों के बारे में चर्चा करूंगा। वैसे तो एक पुलिस अधिकारी की दैनिक दिनचर्या यह कठिन होने के अनेक कारण हैं लेकिन सब कारणों को एक साथ शामिल किया जाना संभव नहीं हो पाता है। इसलिए आज मैं केवल तीन कारण निवेदन कर रहा हूं जो इस प्रकार है
1. पुलिस विभाग में पारदर्शिता का अभाव है:- पुलिस विभाग में एक पुलिस अधिकारी को अपनी दैनिक दिनचर्या में जिन मुश्किलों का सामना करना होता है उनमें से एक पुलिस विभाग में पारदर्शिता का अभाव भी है । पुलिस विभाग में पुलिस अधिकारियों के कर्तव्य व दायित्व को निभाने के लिए जो कार्य पद्धति बनी हुई होती है उसको लागू करने में वह करवाने में लागू करने वाले अधिकारियों की पद्धति में पारदर्शिता का अभाव होता है जिसका खामियाजा पुलिस अधिकारियों को भुगतना होता है और इससे पुलिस अधिकारी जो पहले से मानसिक तनाव और और साधारण जीवन जीने में कठिनाइयों का सामना कर रहे होते हैं उनको और ज्यादा मुसीबतों का सामना करना होता है। इससे एक पुलिस अधिकारी की दैनिक दिनचर्या बहुत कठिन हो जाती है।
2. पुलिस विभाग में ज्यादातर स्पष्टता का अभाव रहता है:- पुलिस विभाग किसी भी देश में आंतरिक सुरक्षा व्यवस्था का सबसे प्रमुख अंग है और आंतरिक सुरक्षा व्यवस्था और कानून व्यवस्था और शांति व्यवस्था बनाए रखने के लिए प्रमुख रूप से जिम्मेदार है। लेकिन यह विडंबना की बात कहें या पुलिस विभाग का दुर्भाग्य कहें यह व्यवस्था की उदासीनता कहें यह बड़े दुख के साथ और अफसोस के साथ कहना पड़ रहा है कि पुलिस जैसे महत्वपूर्ण विभाग में किसी भी आदेश निर्देश या कार्य के लिए स्पष्ट गाइडलाइन जारी नहीं होती। आदरणीय दोस्तों उदाहरण के लिए हर किसी पुलिस अधिकारी की दैनिक दिनचर्या में ऐसे पल कई बार आते हैं जब उस पुलिस अधिकारी को स्पष्ट गाइडलाइन जारी नहीं की जाती है कि आपको यह करना है और यह नहीं करना यह निर्देश देते हैं कि आप अपने विवेक से कार्य कीजिए जबकि यह ठीक नहीं है, क्योंकि जब तक स्पष्ट आदेश या निर्देश नहीं मिलेंगे जब तक संबंधित पुलिस अधिकारी जो मौके पर कानून व्यवस्था बनाए रखने की जिम्मेदारी लिए हुए हैं को संशय रहता है कि क्या करूं या क्या नहीं करूं। क्योंकि पुलिस विभाग में एक प्रचलित प्रथा है की यदि किसी पुलिस अधिकारी अच्छा कार्य किया तो ठीक है और अन्यथा उसके द्वारा स्पष्ट दिशा निर्देशों के अभाव में अपने विवेक द्वारा कार्य करते हुए कोई गलती हो जाती है तो पुलिस विभाग उस ईमानदार और काबिल अधिकारी के खिलाफ विभागीय कार्यवाही करता है। जिससे काबिल और योग्य पुलिस अधिकारी आगे से अपने कर्तव्य के प्रति थोड़ा उदासीन होता है और अन्य पुलिस अधिकारी भी इस प्रकार के कार्य से हतोत्साहित होते हैं। इस वजह से एक पुलिस अधिकारी की दैनिक दिनचर्या बहुत कठिन होती है। क्योंकि दोस्तों बिना स्पष्ट दिशा निर्देशों के किसी भी कार्य को योजनाबद्ध व सही दिशा में ले जाना असंभव है।
3. पुलिस विभाग में करनी और कथनी में बड़ा अंतर है अर्थात सैद्धांतिक और व्यावहारिक कार्यप्रणाली में बहुत अंतर है। आदरणीय दोस्तों पुलिस विभाग में विभाग द्वारा जैसे निर्देश लिखित में जारी किए जाते हैं वैसे निर्देशों की पालना व्यवहारिक रूप में करने की स्वतंत्रता नहीं होती है । आदरणीय दोस्तों पुलिस विभाग में किसी पुलिस अधिकारी को यह कहा जाता है कि आप ईमानदारी और लगन मेहनत और बिना भेदभाव किए नियमानुसार अपनी ड्यूटी का पालन कीजिए। दोस्तों मैं आपको निवेदन करना चाहता हूं कि क्या पुलिस अधिकारी ईमानदारी से अपनी ड्यूटी करना चाहे तो भी उसे करना बड़ा कठिन है। क्योंकि आदरणीय दोस्तों आप जानते हो उच्च पदों पर बैठे प्रशासनिक अधिकारी और मंत्री और समाज के नेता अपने पद का दुरुपयोग करके पुलिस अधिकारियों को भी ड्यूटी ईमानदारी से करने से बाधित करते हैं और आप लोगों से यह तथ्य कतई नहीं छुपा है कि पुलिस विभाग में पुलिस अधिकारी कितने दबाव में कार्य करते हैं। पुलिस विभाग द्वारा पुलिस अधिकारियों को लिखित में निर्देश दिया जाता है कि आप ईमानदारी और पूर्ण पारदर्शिता से अपनी ड्यूटी करें, लेकिन क्या व्यावहारिक तौर से पुलिस विभाग पुलिस अधिकारियों को अपनी ड्यूटी स्वतंत्रता से करने की छूट देता है? उदाहरण के लिए पुलिस अधीक्षक व 3 एसडीएम राजस्थान प्रशासनिक सेवा के अधिकारी भ्रष्टाचार के मामले में गिरफ्तार हो चुके हैं तो आदरणीय दोस्तों आप इससे अंदाजा लगा सकते हो की एक आईपीएस भारतीय पुलिस सेवा का अधिकारी पुलिस अधीक्षक जो रिश्वत के आरोप में गिरफ्तार हो चुका है अगर वह ऐसे मामलों में लिप्त है तो क्या आप सोच पाओगे कि उससे निम्न स्तर के पुलिस अधिकारी ईमानदारी से अपनी ड्यूटी कर पाएंगे? और आदरणीय दोस्तों जैसा की आपको विदित है इससे पहले भी राजस्थान भारत ही नहीं बल्कि विश्व में कई जगहों पर कई देशों में चाहे वह विदेशों के राष्ट्राध्यक्ष हो भ्रष्टाचार के आरोपों में फसते रहे तो आप इससे आसानी से अंदाजा लगा सकते हो कि पुलिस विभाग में करनी और कथनी मैं कितना अंतर है और इस अंतर का प्रभाव एक पुलिस अधिकारी की दैनिक दिनचर्या को कठिन से कठिन बना देता है।
मेरी दैनिक दिनचर्या की शुरुआत।
मैं सुबह 4:00 a.m. पर जाकर दैनिक क्रियाओं से निवृत्त होकर 2 किलोमीटर की दौड़ पूरी की। और उसके बाद 05 मिनट का विश्राम करता हूं और तत्पश्चात योगा और व्यायाम करता हूं और उसके बाद शरीर के लिए आवश्यक कुछ पोषक न्यूट्रिशन लेता हूं, इसके बाद मैं स्नानादि करके तैयार होकर नाश्ता करता हूं और खाना पैक करवा कर उसके बाद मैं घर से 7 a.m. एम पर ड्यूटी के लिए रवाना हुआ और 8 एम पर ड्यूटी पर पुलिस थाने पहुंचकर अपनी ड्यूटी का पता किया तो ड्यूटी ऑफिसर ने बताया कि श्रीमान आज आपकी ड्यूटी वीवीआइपी महोदय प्रस्तावित कार्यक्रम में ड्यूटी है । मैं पुलिस थाने से अपना स्टाफ लेकर आवश्यक उपकरण लेकर माननीय वीआईपी महोदय की यातायात व्यवस्था के लिए आवश्यक स्टाफ नियोजित किया और मंच स्थल पर पहुंचकर समस्त जाब्ते को ड्यूटी संबंधी आवश्यक दिशा निर्देश दिए और अपनी ड्यूटी पूरी तरीके से सतर्कता वह सावधानी और होशियारी से करने के निर्देश दिए और यदि ड्यूटी में किसी प्रकार की संसय की कोई बात हो तुम मुझे बताने के लिए पाबंद किया। इसके बाद वीआईपी महोदय के मंच स्थल से निवास स्थान तक के प्रस्तावित यात्रा मार्ग की बीडीएस टीम से मिलकर एंटी सबोटाज चेकिंग करवाई और पूरी व्यवस्थाएं दुरुस्त की और मार्ग में जहां भी छोटे-छोटे कट है वहां पर दो-दो कांस्टेबल तैनात किए गए। इसके बाद वीआईपी महोदय के मंच स्थल से लेकर प्रस्तावित मार्ग, रास्ता की पूरी व्यवस्था चेक कर वह पुलिस पुलिस जाब्ता नियोजित कर रिपोर्ट उच्च अधिकारी गणों को प्रेषित की और आवश्यक दिशा निर्देश प्राप्त किए और उच्चाधिकारियों से प्राप्त आवश्यक दिशा निर्देश को अधीनस्थ स्टाफ को प्रेषित किया और मैं भी मंच स्थल पर ड्यूटी में नहीं नियोजित हुआ और वीआईपी महोदय के पहुंचने से पहले सभा स्थल पर उच्च अधिकारी गण जनप्रतिनिधि और विभिन्न विभागों के अधिकारीगण पहुंच चुके थे और जनता वीआईपी महोदय का बेसब्री से इंतजार कर रही थी और पत्रकार गण इस पल का दृश्य अपने कैमरे में कैद कर रहे थे और लाइव समाचार दिखा रहे हैं और अब श्रीमान वीआईपी महोदय अपने निवास स्थान से सभा स्थल के लिए रवाना हुए और सभा स्थल पर पहुंचे सभी उच्च अधिकारी गण जनप्रतिनिधि और जनता ने उनका सम्मान किया। मंच संचालक ने माला पहनाकर वीआईपी महोदय का हार्दिक स्वागत किया और अब वीआईपी महोदय का प्रोग्राम शुरू हो चुका है और यह प्रोग्राम करीब 2 घंटे चला इसके बाद वीआईपी महोदय प्रोग्राम होने के बाद सभा स्थल से निवास स्थान के लिए रवाना हो गए और निवास स्थान पर पहुंचने पर मैंने उच्च अधिकारी से संपर्क कर वीआईपी ड्यूटी व्यवस्था में लगे पुलिस जाते को मुक्त कर दिया और मैं भी पुलिस थाने के लिए रवाना हो गया और रोजनामचा में आमद करवाई। और इसके पश्चात करीब 15 मिनट बाद ड्यूटी अधिकारी ने मेरे को निवेदन किया कि सवाई मानसिंह हॉस्पिटल में एक व्यक्ति जहर खाकर भर्ती हुआ है। इस सूचना पर मैं सवाई मानसिंह हॉस्पिटल पहुंचा और रिसेप्शन से पता कर सिक्स फ्लोर पर जेड वार्ड मैं पहुंचा और डॉक्टर से मिला जिसको जहर खाए हुए व्यक्ति के स्टेटमेंट लेने के लिए कहां तो डॉक्टर ने बताया कि यह व्यक्ति अभी अपना स्टेटमेंट देने के लिए फिट नहीं है। इसके बाद मैंने उक्त व्यक्ति के घरवालों से पता किया तो बताया गया की कोई संदिग्ध बात नहीं है। इसने मानसिक तनाव की वजह से जहर खाया है। इसके बाद मैंने डॉक्टर को जहर खाए व्यक्ति के स्टेटमेंट के लिए फिट होने पर पुलिस थाने को सूचित करने के लिए कह कर मैं हॉस्पिटल से पुलिस थाने के लिए रवाना हो गया। इसके बाद रास्ते में कुछ व्यक्ति एक चौराहे पर एकत्रित हो रखे थे ,जिस पर मैंने जाकर देखा तो वहां पर सट्टा जुआ चल रहा था ,जिस पर मैंने मेरे साथ के पुलिस जाब्ते की मदद से उनको घेरा देकर पकड़ कर पूछा तो उन्होंने बताया कि हम सट्टा खेल रहे थे। इन व्यक्तियों से जुआ खेलने के लिए वैध लाइसेंस के लिए पूछा तो नहीं होना बताया जिस पर उक्त पांचों आदमियों को 13 आरपीजीओ राजस्थान सार्वजनिक द्रुत अधिनियम में गिरफ्तार कर और जुआ राशि करीबी ₹100000 व जुआ उपकरणों को जप्त कर मौके पर जरिए फर्ज जब्ती वह फर्द गिरफ्तारी तैयार कर कानूनी कार्रवाई कर घटनास्थल से पुलिस थाने के लिए रवाना हो गया पुलिस थाने पर पहुंचकर गिरफ्तार आरोपियों को ड्यूटी अधिकारी को सुपुर्द कर हवालात में बंद करवाया और जुआ के सामान को एचएम माल खाना को सुपुर्द किया गया और संबंधित आरोपियों के खिलाफ प्रथम सूचना रिपोर्ट दर्ज करने के लिए श्रीमान स्टेशन हाउसिंग ऑफिसर को लिखित में प्रार्थना पत्र पेश किया गया। इसके बाद जेएलएन मार्ग पर गांधी सर्किल रोटरी सर्किल आदि स्थानों पर साईं कालीन गस्त के लिए रवाना हो गए रात्रि 9:00 बजे तक साईं कालीन गस्त की और गश्त के दौरान दो मोटरसाइकिल चोरों को गिरफ्तार किया गया जो आदतन मोटरसाइकिल चोरी करने के अपराधी है और पहले भी करीब 50 मोटरसाइकिल चोरी कर चुके हैं। जिनको पुलिस थाने पर लाकर अनुसंधान और पूछताछ की जा रही है और मोटरसाइकिल एचएम माल खाना को सुपुर्द किया गया और स्टेशनों हाउसिंग ऑफिसर को उक्त चोरों के खिलाफ f.i.r. करने के लिए प्रार्थना पत्र दिया गया। और पुलिस आयुक्तालय के सभी पुलिस थानों को सूचना भिजवाई गई थी उक्त चोरों से जो मोटरसाइकिल चोरी करने के आदी हैं के बारे में अपने इलाका थाना से चोरी की मोटरसाइकिल के संबंध में पूछताछ करना चाहे तो कर सकते हैं। और इसके बारे में उच्च स्तर के पुलिस अधिकारियों को भी निवेदन किया गया। इसी दौरान पुलिस थाने पर पुलिस नियंत्रण कक्ष से सूचना मिली की एक बुजुर्ग औरत को कोई व्यक्ति मारपीट कर रहा है आप तुरंत मौके पर पहुंचे। इस पर मैंने अपने स्टाफ को लेकर तुरंत मौके पर पहुंचा और घटना की जानकारी ली तो बुजुर्ग औरत ने बताया कि मेरा बेटा मेरी देखभाल नहीं करता और शराब पीकर मेरे साथ मारपीट करता है, जिसको समझाइश कर अपनी मां की सेवा करने के लिए पाबंद किया और चेतावनी दी गई कि यदि वह भविष्य में अपनी मां के साथ मारपीट करेगा और उसकी देखभाल नहीं करेगा तो उसके खिलाफ कानूनी कार्रवाई की जाएगी। इसके बाद हम घटनास्थल से रवाना होकर पुलिस थाने पर और थाना प्रभारी को घटना के बारे निवेदन किया गया तो थाना प्रभारी ने पूरी पुलिस टीम को धन्यवाद दिया और कहा कि आज की आपकी ड्यूटी समाप्त हुई।
मेरी दैनिक दिनचर्या का समापन:-आदरणीय दोस्तों इस प्रकार आपने देखा की एक पुलिस अधिकारी की दैनिक दिनचर्या कितनी कठिन होती है और इसी के साथ आज की मेरी दैनिक दिनचर्या का समापन हुआ।
मेरी दैनिक दिनचर्या का निष्कर्ष:- मेरी दैनिक दिनचर्या बहुत कठिन और व्यस्त होती है। आदरणीय दोस्तों जैसा कि मैंने आपको निवेदन किया कि एक पुलिस अधिकारी लगातार कैसे एक के बाद एक कार्य को पूर्ण करने में लगा होता है और स्वयं के लिए व परिवार के लिए बिल्कुल भी समय नहीं मिलता है ।
मेरी दैनिक दिनचर्या के बारे में राय:- लोग दोनों दिनचर्या के बारे में यह राय है कि पुलिस अधिकारी की दैनिक दिनचर्या कठिन है और इसको सरल व सुगम बनाने की दिशा में आवश्यक कदम उठाने की जरूरत है। पुलिस की ड्यूटी का समय अवधि तय की जाए। उदाहरण के लिए जैसे 8 घंटे या 10 घंटे या 6 घंटे और समय-समय पर पुलिस अधिकारियों की समस्याओं का समाधान करने के लिए मनोवैज्ञानिकों से काउंसलिंग करानी चाहिए।
सुरक्षा सलाह:- आदरणीय दोस्तों, कुछ साइबर अपराधी आपको आपके खाते में पैसे डालने या लॉटरी लगने के बहाने या खाता बंद होने का झांसा देकर आपसे आपकी पर्सनल डिटेल प्राप्त करने कोशिश करते हैं ऐसे साइबर अपराधियों से बचे और अपनी पर्सनल डिटेल शेयर ना करें।

The beginning of my daily routine.
